This job offers the opportunity to work from home as part of a hybrid work arrangement. This arrangement will allow you to work some days at a TCHC work location and the rest of the time from home. The amount of time required to work at a TCHC work location is flexible, while considering operational and service delivery requirements.

Make a difference

The Manager, Research & Analytics provides leadership in the planning, coordination, and delivery of research, analytics, and performance intelligence to support community safety, operational effectiveness, and evidence-informed decision-making across the Community Safety Unit. The role translates complex public safety data into actionable insights, supports operational and strategic planning, and ensures the effective use of information systems, analytics tools, and reporting standards aligned with CSU priorities and corporate requirements.

This position works collaboratively across CSU, internal corporate partners, and external agencies to strengthen data-informed approaches to safety, risk mitigation, and community well-being.

What you’ll do

Research, Analytics & Intelligence Leadership

  • Leads the planning and coordination of CSU research, analytics, and performance reporting activities.
  • Oversee the interpretation of community safety data, identifying trends, risks, and opportunities to inform operational and strategic decisions.
  • Develops and maintains analytical frameworks, performance indicators, and reporting standards aligned with CSU and corporate priorities.
  • Ensures data quality, integrity, and appropriate use of information in decision-making.

Operational & Strategic Support

  • Provides analytical advice and recommendations to CSU leadership related to deployment, service demand, risk assessment, and community safety initiatives.
  • Supports business planning, performance measurement, and continuous improvement initiatives through evidence-based analysis.
  • Contributes to briefings, reports, and presentations for senior leadership, committees, and external stakeholders.

Systems, Data & Technology Coordination

  • Provides functional oversight and coordination related to CSU data systems (e.g., records management, CAD, GIS, business intelligence tools).
  • Works with internal technology partners and vendors to ensure systems and reporting tools meet CSU operational and analytical needs.
  • Supports the development and implementation of dashboards, reports, and analytical products to enhance situational awareness and accountability.

Stakeholder & Cross-Functional Collaboration

  • Collaborates with Operations, Corporate Services, IT, Legal, Privacy, and external partners to support coordinated, compliant data use.
  • Provides guidance on information requests, reporting requirements, and analytical interpretation.
  • Participates in internal committees, working groups, and special projects as required.

People Leadership

  • Provides leadership, coaching, and performance management for assigned staff or project resources.
  • Promotes a collaborative, inclusive, and learning-oriented work environment that supports innovation and evidence-informed practice.
  • Identifies training and development needs related to analytics, data literacy, and performance measurement.

What you’ll need

  • College diploma or university degree in a relevant field such as criminal justice, public administration, data analytics, information management, or related discipline.
  • Minimum five (5) years of progressive experience in public safety, analytics, research, performance measurement, or a related operational environment.
  • Demonstrated experience providing analytical advice and decision support to management.
  • Experience working with data systems, reporting tools, and analytics platforms in a complex organization.
  • Strong analytical, conceptual, and problem-solving skills.
  • Ability to interpret complex data and translate findings into actionable recommendations.
  • Knowledge of public safety or community safety environments and data considerations.
  • Strong written and verbal communication skills, including preparation of reports and briefings.
  • Ability to work collaboratively across diverse teams and stakeholders.
  • Proficiency with standard office software and data analysis tools.
