Qualifications:
Essential:
- Accredited Masters of Public Administration or Masters of Business Administration program; equivalent suitable post-secondary education may be considered
- Management experience within a quasi-judicial board, agency or commission
- Knowledge of laws and regulations concerning rates regulation for energy and/or water and waste water filings and applications
- Experience with financial analysis
- Experience in policy development and administration
- Experience in a management role, preferably supervising staff, with responsibility for human resource related matters
- Investigatory and auditing skills with the ability to apply political acumen to convey information clearly to executive and/or senior leadership
- Experience in handling highly sensitive information in a confidential and professional manner.
- Strong written communication skills including experience in developing correspondence, reports, submissions, briefing notes, and other communication materials
- Exceptional verbal communication skills including experience in understanding technical material and be able to communicate it to individuals with various backgrounds
- Interpersonal skills including the ability to work effectively in a team environment and manage conflict
- Organizational and time-management skills to prioritize work to meet strict and sometimes competing deadlines
Duties:
The Associate Secretary is the immediate back-up to the Executive Director for all executive administrative matters, including but not limited to budgeting, policy development, HR oversight and recruitment, briefing note development and presentation, Ministerial and Deputy Ministerial presentations, representation of the PUB to provincial, national and international stakeholder associations and organizations.
The Associate Secretary takes the lead staff role for an assigned portfolio of responsibilities within the Public Utilities Board (Board); this portfolio, which is subject to change, may include any combination of:
- Manitoba Hydro Centra Gas (natural gas - all of its operations, including rates, gas safety oversight, gas advisor budgets, approvals, and authorizations)
- Manitoba Hydro (rates, rate design, capital projects and export markets, hydro electric advisor budgets, approvals, and authorizations, and recruitment and management of independent expert consultants, Stittco Utilities Man Ltd. (propane - all of its operations, including rates)
- Service disconnections - gas and electricity, primary contact with the General Public and with the Utility in investigating and resolving these issues
- Gas Pipeline Safety activities
- Natural gas marketers / brokers monitoring and licencing
- Bill Affordability Initiatives
- Electrical Transmission Reliability responsibilities
- Manitoba Public Insurance ( review of rates, rate design, capital projects, advisor budgets, approvals, and authorizations, and recruitment and management of independent expert consultants)
- Water and Waste Water Utilities (review of rates, rate design, capital projects, advisor budgets, approvals)
- Efficiency Manitoba
