Job Description
Our client is looking for a Commissioning Coordinator (CC) Electrical & Instrumentation. The CC is responsible for overseeing commissioning of multiple projects by developing the plans, schedules and procedures required to commission new, modified and/or repaired process equipment. Safe, efficient, reliable and on time startup of the newly installed, modified and/or repaired equipment is paramount to the success of the project. The Commissioning Coordinator will participate in design reviews, PHA studies and operational strategy decision making to assist in the safe/efficient transfer of care, custody, and control of the plant equipment from the construction phase through the commissioning phases and finally to successful commercial operation. This position will ensure that a competent Commissioning Team will be assigned to each project. The Commissioning Coordinator shall play an integral role in ensuring the project gets the best input possible from SMEs and past learning in the early design stages to set the project up for minimal late-stage re-work. This role will play an important role in helping to align operations and construction to ensure safe execution of all commissioning/startup activities and it will also ensure that all activities are properly documented to support the completion of the Pre-Startup Safety Review (PSSR), Maintenance Management (MM) implementation, final turnover to operations and any future audit/investigation in accordance with the Commissioning Standard.
Planning Phase:
-
Collaborate with the automation and high voltage commissioning specialists.
-
Coordinate the planning and execution of the commissioning workflow.
-
Engage and collaborate with the Project Management Team to define an execution strategy.
-
Develop the detailed Commissioning Plan and schedule for all commissioning and start activities with the Project Management Team and project controls group.
-
Responsible for ensuring that procedures required to prepare the asset for commissioning of all processing and utility equipment are created.
- Procedures will include all operational activities required to accomplish the tasks specified. These activities will be incorporated into the overall schedule.
- Participate in developing and implementing work processes for rotating equipment installation and commissioning.

Ensure all standard Indices data gets imported into the completions software – PIMS Omega
-
Ensure the development of all systems and sub-systems boundaries for all turnover packages.
-
Ensure all major milestone dates are outlined and met for handover schedule.
-
Engage commissioning vendors as required.
-
Develop vendor scopes/cost estimates/schedules and provide requisitions to project manager for approval.

Coordinate the review and approval of commissioning vendor plans and procedures
-
Ensure cost tracking and progress reporting of the commissioning vendor’s activities to the project
-
Ensure the vendor understands and follows the safety standards
-
Incorporate commissioning and startup activities into the master schedule.

Ensure effective communication between all stakeholders during planning and execution of commissioning.
-
Responsible for filing site documentation according to the project specifications.

Participate in management of change procedure - MOC.
-
Educate the site CMT such that the contractor complies with Commissioning requirements (Bluebeam packs, walk downs, scheduling procedures, scope changes, delays, health and safety, etc.).

Identify and integrate into the construction execution process all relevant improvement opportunities from previous projects.
Execution Phase:
-
Coordinate FATs and SWATs as required by the scope
-
Participate in shop pre-fabrication inspections to verify status/quality when required
-
Ensure commissioning is conducted following the established procedures. Coordinate between Operations and Project teams for the handover of the equipment as per applicable standards/specifications requirements.

Coordinate and manage the commissioning vendor through execution, including the timely submittal and resolution of Requests for Information (RFIs) and Change Requests (CRs).

Be a leading presence on site (as required) and exhibit values of Safety, Collaboration, Trustworthiness, Respect, and Entrepreneurship.

Participate in a final review meeting with the construction management team to analyze the plan and schedule prior to execution.

Ensure daily reporting is sent out to project team members.

Coordinate shift turnover activities to ensure continuity of work and adherence to shift schedules.
-
Assist with the completion of the PSSR.
Close-Out Phase:
-
Assist in the preparation and management of the close-out process, providing reports to implement continuous improvement opportunities from lessons learned.
Qualifications
-
Minimum 15 years’ experience in industry related electrical and or instrumentation tradesperson roles with at least 5 years in a supervisory or management role. A dual ticket would be considered an asset.
- Roles in engineering, construction, commissioning and operations are considered an asset.

Minimum 5 years industry related commissioning lead position
-
A Certified Engineering Technology (CET) designation or Project Management Certificate would be an asset
-
Strong Leadership competencies demonstrate successful conflict resolution and relationship development with project and operations teams.

Good understanding of oil and gas processing from wells to facilities and into the sales pipeline
-
Strong understanding of oil and gas metering requirements and reporting for accounting
-
Good understanding of control systems and engineering documents such as P&ID’s, control narratives, function diagrams, shutdown keys, single lines.
-
Good understanding of drawing management protocols and software (Bluebeam, etc.)
-
Experience with a completions management software. Experience with PIMS Omega would be considered an asset
-
Strong communication skills to convey ideas and requirements to project teams
-
Strong scheduling skills to keep projects on time and on scope

Good knowledge of project cost control

Excellent safety record and a proactive safety focus

Strong skills in Microsoft Office products including Excel and Word

Valid class 5 driver’s license
