Horizon Health Network (Horizon) is seeking astrategic drivenindividual to join our team asan Education Placement Specialist.

The Talent Acquisition portfolio supports Horizon’s leaders and staff as a strategic business partner for all levels of management, including Executive Leadership Team, Leadership Advisory Council and front-line managers. This portfolio in partnership with HR Leadership informs strategic decisions regarding program development and strategies to ensure success and sustainability. Strategic decisions are influenced by internal (leaders and employees) and external (Government of New Brunswick, public sector employers, educational institutions, and community partners) stakeholders to ensure strategic alignment.

There are over 140 categories of jobs governed under five unique collective agreements and non-bargaining employee groups (this includes over 200 job classifications and 500 plus non-bargaining roles) for an organization of 13, 000 employees. To support this complex environment, the Talent Acquisition portfolio has four talent communities: Nursing, Therapeutics/Diagnostics, Support Services and Non-Bargaining/Management.) The Talent Acquisition Specialist is responsible for managing the relationship with candidates and managers to support workforce sustainability within an assigned talent community.

Who you are

You have a worked in Human Resources for a minimum of 5 years. You have a minimum of 3 years experience in recruitment. You have astrongproficiency level in Microsoft Office applications.

Baccalaureate Degree in Business Administration or a related field

What you will do

The Education Placement Program (EPP) Framework and Strategy

  • Provide direct support and advisement to Regional Director, Talent and Engagement on strategic initiatives as per developed project charters.
  • Establish, monitor and report on key performance indicators addressing challenges and areas of concern as per applicable talent community of responsibility.
  • Utilize evidence-based analytics to support and encourage strategy development.
  • Develop and maintain all agreements in accordance with EPP standards and corporate vision of safe and quality patient care.
  • Act as the change management champion and promote ambassadorship through demonstrated leadership to support a positive experience for a preferred employer of choice.
  • Develop and maintain standard operating practices and polices related to EPP management and coordination.
  • Organize and manage resources to maximize the productivity and efficiency of the program.
  • Establish record management practice and naming conventions to support responsive and accurate retrieval of information to support governance committee and enterprise-wide requirements.

Management of Student Placement Coordination

  • Manage relationships for over 100 education agencies and ensure partnership meets governance standards, compliance with affiliation agreement and is aligned to Corporate, Human Resources and Talent Acquisition strategy.
  • Generate and influence internal capacity growth and program interest for over 600 people leaders.
  • Provide direct support to internal strategic business partners on all aspects of student/learner placement requirements for over 6000 annually coordinated placements.
  • Protect the organization and mitigate the liability risk by establishing a process that includes appropriate controls ensuring all students/learners have met the mandatory conditions to placement (i.e. Immunization clearance, mandatory learning, criminal clearance, etc.)
  • Operationalize and manage the central coordination processes supported by the EPP portal transactional functionality. Ensure alignment with standard operating practices and policies.
