The Strategic Sourcing Branch of the Procurement Management Division is seeking to hire a new manager to join our leadership team in Regina, Saskatchewan. Specifically, we are looking for individuals to join our Goods and Services Procurement unit. Our team is made up of highly engaged and creative procurement professionals who are dedicated to facilitating the procurement process for our clients, ensuring they get the goods and services they need. The Goods and Services procurement team works in close collaboration with ministry clients and category managers to determine the best approach for procurement. From competition initiation to contract award, the branch manages the entire process and ensures that all procurement policies and guidelines are strictly adhered to.

As the leader of one of these portfolios, you will be responsible for providing expert procurement advice, managing a team of procurement staff, and collaborating work with other units. This position requires both technical procurement knowledge and leadership competencies.

About the Organization

The Ministry of SaskBuilds and Procurement provides central coordination and delivery of property management, information technology, procurement, project management, transportation, and other services to government ministries and agencies. The Ministry integrates, coordinates, and prioritizes infrastructure planning and delivery for the Province of Saskatchewan and advances projects through contract oversight, innovative approaches, and alternative financing models as appropriate.

The Procurement Management Division operates as the central procurement solutions arm for government. It coordinates, manages, conducts, and oversees public procurement for Executive Government and certain Treasury Board Crowns and agencies to ensure public procurement achieves the best value for Saskatchewan and treats Saskatchewan vendors fairly.

Opportunity Description

Reporting to the Director, this position will:

  • Manage and supervise a team of procurement professionals, including:
    • Reviewing and approving procurements to ensure they are in accordance with applicable legislation, regulations, and trade agreements—helping maintain the integrity of the public procurement process;
    • Providing strategic advice on optimal procurement approaches and best value procurement, supporting the use of procurement leading practices and enhancing knowledge of procurement processes across government;
    • Training, mentoring, coaching, and developing staff to ensure they have appropriate competencies to succeed;
    • Overseeing the administration, management, and leadership of a team, including work planning, reporting, staffing, as well as team and culture building; and
    • Coordinating procurement activities with other branches and divisions and supporting the larger government procurement program.
  • Support our Commitment to Excellence by fostering an environment of client and customer service excellence; and
  • Develop relationships with the Saskatchewan vendor community and work to achieve targets in the Saskatchewan Growth Plan.

Candidate Abilities and Skills

Our ideal candidate is an engaged, emotionally intelligent, and resilient leader who:

  • Has a strong understanding of procurement-leading practices, policies, procedures, and approaches, including trade agreements;
  • Has project management and contract management competencies, as well as an understanding of government decision-making processes, governance structures, and financial and human resource systems;
  • Has good communication and facilitation skills to help build relationships and a shared understanding of complex problems;
  • Has leadership competencies, including an understanding of the nature of managerial work and the importance of creating an environment conducive to team performance; and
  • Is focused on client and customer service and delivering government direction.

Typically, candidates gain the knowledge and ability for this position through a combination of relevant experience and education. In regard to leadership competencies, consideration will be given—and support provided—to applicants early in their leadership journey.
