Responsibilities
PRIMARY PURPOSE
Leads the implementation of safety programs, compliance to requirements, and risk mitigation actions across all projects (Capital, Expansion and all other contract activities). Collaborates with project managers, Asset Integration Office (AIO) staff, work monitors, contractors, and project teams to lead and conduct risk reviews throughout the project life cycle, implement mitigation actions, and ensure a culture of safety that is committed to “Zero Harm”.
KEY ACCOUNTABILITIES
Develops, implements, and manages safety programs, projects, and initiatives that promote safe work practices for contracted work in order to mitigate risks and eliminate or minimize harm. Implements appropriate standards, guidelines, practices, policies, and processes, including necessary controls to identify and mitigate risks, report critical issues, and recommend actions to the Director.
Ensures capital project activities and contractor procedures are in compliance with all relevant safety standards and regulations, including BCRTC’s Safety Management System (SMS), WorkSafeBC (WSBC) and Technical Safety BC (TSBC) regulations, and Transport Canada standards. Responsible for reviewing contractor safe work procedures for completeness, applicability, and alignment to required regulations and standards, and identifying changes or adjustments as necessary.
Leads incident investigations and prepares incident and investigation reports through engagement with project team members including contractors and affected workers. Conducts root cause analysis, recommends corrective actions, and ensures full compliance prior to continuation of the project activities.
Leads safety hazard and risk reviews, including developing a risk register for every phase of the project through the project life cycle, recommending control measures, and taking leadership in ensuring full compliance with the safety and regulatory requirements as well as the full implementation of the control measures, in order to achieve a risk level of As Low As Reasonably Practicable (ALARP).
Leads the review of Safe Work Plans (SWP) and all other project safety documents. Provides advice and recommendations to align the SWPs with safety and compliance requirements.
In collaboration with the training department, leads the development of proper contractor safety training and orientations, and ensures that proper delivery methods are established.
Leads the audit and inspection of project sites, and coaches and mentors safety advisors in reviewing project safety documents and conducting site inspections to make sure control measures are properly implemented.
Collaborates with BCRTC and TransLink project teams in meeting Prime Contractor requirements, contractor management program requirements, and requirements defined in the contractor requirements manual.
Leads initiatives and campaigns to enhance organizational performance and support a culture of safety with the focus on “Zero Harm”.
Leads the stopping of unsafe work and securing project sites, working with project managers, contractors, and affected workers to ensure full achievement of safety requirements.
Collaborates closely with project managers, Asset Integration Office (AIO) staff, work monitors, and contractors on safe work practices, compliance issues, hazard identification, and implementation of mitigating actions.
Performs in-field inspections, job observations, safety audits, and other types of reviews for the purpose of monitoring compliance to safety requirements and identifying risks. Provides findings about risks and suggestions for improvement.
Reviews contractors’ management procedures, programs, and practices, and recommends revisions and updates as needed. Provides training, coaching, and support in implementation of updated programs and practices, and implementing a culture of continuous improvement.
Coaches and trains a team of advisors and participates in hiring, training, development, and performance management. Schedules the distribution of work and monitors workloads.
Qualifications
EDUCATION AND EXPERIENCE:
The requirements for this job are typically acquired through a diploma in a safety-related discipline, 5 (five) years of related progressive experience, plus a Construction Safety Officer certificate (CSO) and (preferably) a CRSP designation or qualification to apply for a CRSP designation. An equivalent combination of education and experience may be considered.
OTHER REQUIREMENTS:
Strong knowledge of the interpretation and application of legislative and regulatory requirements, including best practices, procedures, and processes governing occupational health and safety, and rail transportation.
Advanced knowledge of the concepts, principles, practices, and techniques pertaining to safety such as WorkSafe BC regulations.
Advanced knowledge of the relevant policies, legislation, and legal terminology.
Excellent prioritizing, organizing and time management skills and ability to manage multiple projects. Must be able to work independently with minimal supervision as well as in a team environment and demonstrate flexibility in providing advice on an on-call basis.
Advanced communication and interpersonal skills to conduct complex investigations, provide an advanced level of advice, conduct conflict resolutions and lead committees, and liaise with regulatory agencies.
Advanced analytical skills to investigate accidents and critical incidents, analyze and document findings, and compile and analyze statistics.
Solid problem-solving skills to determine cause of complex accidents and critical incidents, and to develop/recommend corrective actions.
Advanced working knowledge of standard office software, including word processing, spreadsheets, presentation software and web-based systems.
Ability to work flexible shifts (arranged in advance) and act as the main point of contact for the afternoon and night shift staff.
Supervisory experience in a unionized environment is an asset.

The salary for this position ranges from $84,480 - $126,720 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
