Position Overview:
As our Project Accouting Coordinator / Project Controls Specialist - Site Projects you will be responsible for monitoring and controlling project costs, including budgeting, forecasting, and accruals. You’ll apply your knowledge of the project lifecycle to ensure accurate estimating aligned with scope, commercial requirements, and customer needs. In this role, you’ll take primary responsibility for cost management and reporting, delivering clear project status updates (cost, schedule, and KPIs) to both internal teams and customers.

Your Day to Day as Project Controls Specialist - Site Projects:
- Overall responsibility for monitoring compliance of assigned projects within project controls processes and procedures (both BWXT and customer’s requirements).
- Review the project contract and ensure that all the contract conditions (invoicing, reporting, change management, etc.) are applied and fulfilled, project tracking and reporting, and project closeout.
- Perform cost-benefit analysis on a variety of situations and recommend competitive solutions to problems not otherwise being contemplated.
- Validate source data and ensure the integrity of processes affecting outputs and data such as project coding, budget allocation, resource planning, and change controls processes, and other related cost and schedule data.
- Facilitate the business’ focus on performance by chairing and directing relevant meetings.
- Provide commercial support to proposals, including proposal pricing, sell price analysis, cash flows, etc.
- Participate in proposal and estimating efforts to ensure alignment between project estimates and baselines.
- Work with Project Team and prepare a cost baseline of the schedule (level 4 or 5) and monitor updates with reference to this baseline.
- Maintain alignment between project schedule, project budgets (labour hours, material dollars), project performance and related reports and deliverables.
- Involvement in related planning exercises dependent on project budgets and plans, such as department-level resource analysis (staffing plans, forecast burndowns, material tracking).
- Decompose project budget into appropriate levels of work breakdown structure for cost tracking and reporting.
- Prepare baseline budgets to support the as-sold work.
- Prepare periodic project cost reports (Earned Value analysis) to support the commercial reporting requirements of the project (e.g. monthly cost reviews, contractual customer cost reports, etc.).
- Prepare monthly forecasts, accruals, progress and earned value as per customer requirements.
- Provide detailed analysis of project performance (risks and opportunities) to provide Project Manager with key decision-making information.
- Maintain objective view on actual project costs, estimated values to complete, earned value and project productivity with the goal of providing line of sight to actual cost performance (past and forecasted) over the life of the project. Commercial change management is an integral part of the responsibility for management of project costs and forecasts.
- Involvement in other commercial exercises and reports such as customer invoicing, vendor purchase orders and invoices, business-level cost reports and analysis (monthly, quarterly cost reviews).
- Develop and maintain periodic project reports (both internal and customer-facing), that accurately reflects the project status as it pertains to cost, schedule, and project/team performance, Key Performance Indicators (KPIs) and key project metrics.
- Take in various information and reports from around the business as it pertains to project performance (e.g. field status reports, vendor schedules or progress reports), and reflect the status accurately in the associated project report.
- Support Project Managers in the regular reporting cycles of monthly cost reviews, contractual customer reporting, etc.
- Generate related reports as needed to support resource planning, financial forecasting.
Required Qualifications:

Proven ability to lead large, complex projects with budgets over $80M.

Strong expertise in project controls, cost management, and risk analysis.

Skilled in commercial models, financial analysis, and business acumen, including incentive/disincentive and risk/reward scenarios.

Proficient in earned value (EV) methodology, performance measurement baselines, and project reporting.

Advanced user of Primavera, MS Excel, and project control tools; able to develop and improve templates and processes.

Experienced in change management, contract administration, and customer engagement.

Excellent analytical, problem-solving, and communication skills; able to present and defend project performance to stakeholders.

Post-secondary education and/or 5 years of industry related experience in nuclear or construction?

Strong understanding of PMI PMBOK, AACE practices, and (preferred) nuclear industry projects.

Collaborative team player with ability to manage competing priorities in fast-paced environments.
Security Clearance:
This role requires the successful candidate to complete the security clearance process. The security clearance process is conducted in accordance with applicable regulatory requirements of the Canadian Security Intelligence Service (CSIS) and the Canadian Nuclear Safety Commission (CNSC) and may take up to 12 months to complete.
