Job Summary The Executive Officer supports the financial planning, budgeting, and strategic initiatives of Fire & Emergency Services. This role requires strong analytical skills, public sector finance experience, and the ability to lead both operational and strategic projects. The Executive Officer will work closely with the Fire Chief and other stakeholders to align financial planning with the City’s long-term goals.

Duties and Responsibilities

  • Prepare the Fire & Emergency Services annual budget, business plan and Council Presentation;
  • Prepare, consolidate and monitor the annual capital and operating budgets including future years’ forecasts;
  • Develop and coordinate budget processes and schedules across all sections;
  • Monitor and control the budgeting process, providing input and support to all sections of Fire & Emergency Services;
  • Review monthly/quarterly financial reports, operating statements, and annual reconciliation reports;
  • Provide leadership in developing short and long-term financial plans;
  • Oversee accounts payable and accounts receivable functions;
  • Conduct data analysis to identify trends, patterns, and anomalies using statistical methods;
  • Build, maintain and update data models and reports;
  • Identify business problems and opportunities through data-driven insights;
  • Supervises Accounts Payable and Accounts Receivable staff;
  • Advise management and Council on financial and strategic planning;
  • Collaborate with the Fire Chief to define and prioritize long-term goals aligned with corporate objectives;
  • Complete five year Fire Master Plan and Comprehensive Risk Assessment;
  • Update Comprehensive Risk Assessment on an annual basis;
  • Provide input on corporate reporting and presentations;
  • Liaise between Fire Services and Legal Services regarding partnership agreements.

Skills And Qualifications

  • A University degree in Business, Public Administration or Finance or an equivalent combination of training and experience;
  • Minimum five (5) years of related experience in municipal finance or other public sector environment;
  • Requires an understanding of the municipal budget process and proven experience working with large operating and capital budgets;
  • Experience managing short term operational projects with demonstrated ability to deliver on-time quality results;
  • Demonstrated and proven abilities to lead long term strategic projects with excellent project management skills;
  • Skilled in data analytics, including the ability to develop and produce reports using raw data and synthesize complex and voluminous information into written reports;
  • Excellent communication, interpersonal, public relations, organizational and time management skills, including the ability to meet deadlines, to function well under pressure and to work effectively as a member of a team;
  • Proven ability to work with a broad range of stakeholders and ability to multi-task are a must;
  • Strong written and verbal communication skills including developing and presenting business cases, and corporate reports to Senior Leadership and/or Council;
  • Ability to respond quickly, accurately and professionally to requests from all levels of the organization;
  • Demonstrated organizational, problem solving and decision-making skills;
  • Skilled in current software programs, including municipal finance and budgeting software;
  • Demonstrated working knowledge of Power BI is a requirement;
  • Certification in Project Management and/or Lean principles is an asset;
  • Strong interpersonal skills required, including the ability to establish effective working relationships and provide high quality customer service;
  • Must possess a valid Ontario Drivers licence.

Hourly Rate/Salary: $ 114,677.00 - $ 152,905.00
