Position Summary
Reporting to the Manager, Planning & Redevelopment, the Senior Project Manager is responsible for the leadership, planning and implementation of Capital Projects. The Senior Project Manager will bring a broad understanding of clinical planning, site planning, design, contract documents, procurement, and construction for full capital project delivery. This position will provide leadership to a multi-disciplinary teams of hospital clinical and support service staff, consultants, contractors and others, to develop and implement Capital projects on time and within budget. The Senior Project Manager is required to be knowledgeable in, and complete work according to recognized project management “best practice” standards, applicable regulations, codes and clinical standards.
Required

Post-secondary education or secondary education with minimum ten (10) years directly related project management experience.

Minimum five years of experience managing facilities redevelopment projects in acute care hospitals,
-
Good working knowledge of the Ontario Building Code, Ontario Fire Code, Building Accessibility Standards, CSA standards related to building systems, Infection Control during Construction,
-
Knowledge of and experience working with municipal planning processes and standards,
-
Detailed knowledge of Ontario Ministry of Health programming standards, related to acute care hospitals,
-
In-depth knowledge building infrastructure support systems including, HVAC, lighting, medical gases, V/D communications, IT, Building Automation (BAS), Access Control,
-
Proficient computer skills in Microsoft Word, Excel, Power Point. Microsoft Project, AutoCAD

Must have a satisfactory Criminal Record Check

Duties
-
Leads the planning and implementation of assigned hospital capital redevelopment projects from initiation to closeout
-
Work in collaboration with internal and external stakeholders to ensure the successful development of project goals
-
Establishes a framework for guiding and facilitating stakeholder communication, input, planning, requirements gathering and the development of overall project deliverables
-
Ensures project management principles and procedures are maintained to provide sufficient monitor the project activities, schedule, budget and scope of capital projects
(a) Schedule/Plan/Manage
-
Manage architects/engineers, support consultants, multi-disciplinary teams and councils and administration representatives for preparation of capital planning documents in support of planning submission and approvals: including, collection of information, design meetings, distribution of information/data within planning and design teams. Review reports, drawings and specifications produced by consultants,

Manage project schedules creating clear expectations on milestones and deliverables, developing strategies to mitigate delays.

Proactively manage and monitor deliverables and progress of work of Consultants, Quinte Health Care Project Committees/Working Groups and core Project Management Team resources
-
Provide project planning for entire project phases such as Design, Construction and Post-Construction phases
-
Develop, implement and manage a risk management plan for the entire project, providing report updates
-
Plan and coordinate all aspects of operational readiness and move management for the new facilities
-
Co-ordinate and document the commissioning of the building systems incorporating the input of the Commissioning Agent, contractor, vendors and Quinte Health operating staff.
(b) Communication/Coordination
-
Communicate and liaise with the Manager Planning & Redevelopment and other key stakeholders and authorities having jurisdiction, to ensure compliance with project goals and objectives
-
The Senior Project Manager shall maintain a close relationship with Quinte Health departments incl. IPAC, Professional Practice and Facilities staff to ensure the smooth and proper take-over of the completed work including all requisite training of and instructions are delivered as per contract specifications.
(c) Selection of Other Vendors/Contractors
-
Manage the entire procurement process for acquiring needed goods and services for the project following Quinte Health policies, procedures and Broader Public Sector (BPS) directives.

Prepare Request for Proposal, coordinate the preparation of all tender documents and manage the procurement process for all specialty sub-consultants
-
Prepare briefing notes, executive summary reports, and recommendations to support award of contracts and change management approvals for senior management
(d) Cost Estimates/Control
-
Work with Cost Consultants and Prime consultant to prepare and present costing at key design stages of the capital planning process
-
Review developing designs for constructability, value for money, life cycle costing and effectiveness
-
Establish a project management plan including cashflow projections and active tracking for standard contract administration resources: requests for information, contemplated change notices, site instruction’s, change orders, schedules, certificate for payment and invoicing
-
Provide technical and financial administration with respect to progress payments, construction act, updating cash flows, and hold back releases, working in cooperation with payment certifiers and Quinte Health finance department.
(e) Project Reporting/Meetings
-
Present quarterly project status reports with appropriate revisions and updates, including financial and scheduling updates to project stakeholders
-
Submit monthly reports with financial and scheduling updates and outline issues and project status. Develop in collaboration with leadership on format of standard reporting
-
Chair, prepare minutes or ensure minutes are taken and distributed for all project meetings.
(f) Health and Safety
-
Ensure that a Construction Health and Safety Program that complies with the OHSA is established and administered by GC on the project site
-
Work with the Contractor and Quinte Health Infection Prevention and Control to ensure all measures of the Quinte Health Training Manual for Contractors are adhered too.
(g) Document Control
-
Develop and maintain a robust electronic and hardcopy document management, tracking and archive system to ensure accurate and ease of access to all project level documentation
-
Control and manage the timely flow of project related documentation including drawings and specifications, shop drawings, RFIs, site instructions, change orders, change directives and contemplated change orders.
(h) Close Out
- Manage closeout of contracts and handover of the facilities to users including, systems commissioning and testing, code certifications, consultant certifications, building occupancy permits.
