Job Status: Limited Position
Estimated Probable Duration: Up to Seven (7) Months

Union Affiliation: CUPE 4705 Inside Unit
Hours of Work: 70 hours bi-weekly
Shift Work Required: No
Range of Pay: Group 14 - $39.81 to $48.84 per hour

The start date will follow the selection process.

This position is eligible to work remotely on full-time basis (Note: Must be able to report to a City of Greater Sudbury work location on short notice).

Characteristic Duties: Under the supervision of the Co-ordinator of Budgets or the Co-ordinator of Accounting.

  1. Coordinate departmental budget submissions and provide financial advice to departments and ensure compliance with financial policies.
  2. Analyse, monitor and report on Capital and Operating Budget variances and forecasts.
  3. Prepare year-end financial working papers and audit files.
  4. Assist in the preparation of CGS’s consolidated financial statement and Financial Information Return (FIR).
  5. Prepare and submit claims for grants, subsidies, and cost recoveries.
  6. Monitor Capital and Operating Budget for necessary reserve/reserve fund entries; calculate and process same.
  7. Verify progress payment certificates, investigate significant variances in project costs and obtain all necessary clearances prior to releasing payments.
  8. Prepare reconciliation of accounts. Record journal entries as required.
  9. Administer reserves and reserve funds in accordance with CGS policies.
  10. Calculate and record capital project financing in accordance with CGS Policies.
  11. Assist in calculation of Public Sector Accounting Board (PSAB) liabilities and entries.
  12. Prepare and assist with financial, statistical, and economic studies, reports, and financial policies, as required.
  13. Monitor and report on the impact of changes in Federal and Provincial legislation, policies or grants which may impact municipalities.
  14. Compile data from financial records and departments in the preparation of reports.
  15. Recommend changes to the budget preparation process and/or other work processes (including tangible capital assets) and implement same when approved.
  16. Create and maintain “account numbers” in financial systems.
  17. Assist in the data collection and accounting for asset additions, disposals, transfers and write downs, in collaboration with the operating departments, to maintain a capital asset inventory sub-ledger.
  18. Enter data and/or verify capital asset transactions within appropriate inventory sub-ledger.
  19. Prepare reconciliations by cost centre department for total capital fund expenditures identified as tangible capital assets versus operating expenses.
  20. Develop and maintain a thorough working knowledge of CGS’s Safety Manual and the applicable Provincial Legislation listed therein.
  21. Perform other related duties as required.

Qualifications:

  • University degree in a related discipline (e.g., accounting, business administration or commerce) from a recognized university with Canadian accreditation.
  • A professional accounting designation considered an asset.
  • Over two and one-half (2½) years up to and including five (5) years of related budgeting and/or accounting experience.
  • Knowledge of budgeting and planning, with particular reference to municipal fund accounting.
  • Knowledge of applicable legislation and related regulations.
  • Ability to prepare capital and operating budgets for CGS.
  • Knowledge of PeopleSoft/ERP Systems.
  • Demonstrate and proven ability related to microcomputer software applications and administrative systems (e.g., word processing, computerized spreadsheet applications, information input and retrieval, etc.).
  • Demonstrate time management and organizational skills.
  • Demonstrate workflow management ability.
  • Knowledge of accounting and internal control systems.
  • Knowledge of municipal finance function.
  • Good interpersonal and communication skills.
  • Excellent use of English, verbally and in writing.
  • French verbal skill considered an asset.
  • Satisfactory health, attendance, and former employment history.
  • Physical capability to operate a vehicle safely, possession of a valid driver’s licence and an acceptable driving record, will be considered an asset.

Development opportunity range of pay: $36.79 to $45.02 per hour. The successful candidate will be paid at the reduced range until the minimum qualifications have been met.
