Responsibilities:
- Provide professional information architecture expertise, and undertake comprehensive architecture needs assessments and complex reviews in support of enterprise data and information management needs, including data mesh operating models, data product standards, and interoperability frameworks for clients (i.e. I&IT clusters, their clients and enterprise I&IT organizations).
- Participate in enterprise-wide and cross-jurisdictional architecture projects with information and data-sharing components, ensuring alignment with federated governance models, master/reference data strategies, and common information exchange standards.
General Skills:
Information & Data Architecture (50%)
- Defines, identifies and describes enterprise information architectural requirements with clients, including data product specifications, metadata standards, and interoperability needs, and obtains I&IT management approval.
- Develops and obtains approval for detailed plans and resource estimates for large- scale and complex information architecture projects and/or components of other projects with information architecture elements, including data mesh governance, master data management, and information exchange standards.
- Ability to complete complex information architecture reviews and assessments, development and/or support projects, to support new and changed enterprise priorities and initiatives, and client clusters' and their clients' information architecture and/or business needs, including data product lifecycle compliance, semantic alignment, and data contract conformance, to support new and evolving enterprise priorities and initiatives.
- Researches, develops, implements and maintains information architectural policies and standards, and playbooks, including data product templates, data contract specifications (APIs, events, batch), and metadata/lineage requirements, as approved by management
- Provides general and situation-specific information architecture interpretation advice and expertise on data mesh principles, data product management, interoperability standards, and master/reference data governance to other project and/or enterprise level I&IT project teams, client management and staff, cluster clients, and external contractors.
- Leads and or/participates in highly sensitive information architecture investigations, including impact analysis for schema changes, breaking changes, and cross-domain interoperability issues.
- Develops information architecture specifications for RFPs, embedding interoperability, open standards, and accessibility requirements, and participates in assessing bids and negotiating contracts/SLAs with service providers and vendors
- Knowledge and experience creating enterprise-level information architecture artefacts such as logical and information data models, semantic models, controlled vocabularies, canonical entity definitions, and interoperability profiles.
Enterprise Data Management / Enterprise Information Management (20%)
- Knowledge and understanding of Information Management principles, concepts, policies, and practices, including federated governance and data mesh operating models.
- Knowledge of metadata management, lineage standards, and FAIR principles for data discoverability and reuse.
- Ensures integration with related corporate and client cluster policies and standards, and incorporation of best practices in the industry and for the public sector, including best practices in federated data governance, privacy-by-design, and accessibility (AODA).
- Demonstrated experience developing checkpoint deliverables and creating necessary artefacts for checkpoints such as data product certification criteria, metadata templates, and governance compliance reports.
- Extensive experience with data and information architecture concepts, particularly in the development of canonical data models to support interoperability within a federated data governance environment.
Communication Skills (15%)
- Effective in writing and drafting a wide range of documents such as briefs, memos, etc. that are suitable for a wide range of audiences and users (including both technical and non-technical audiences);
- Strong presentation skills, with proven experience preparing presentations, slide decks, and attractive visuals for a range of audiences (from executives to front-line staff);
- Collaborating with business analysts, business architects, business intelligence specialists, data architects, data conversion specialists, database administrators, information architects, project managers, training specialists, web specialists and any other individuals as required; and
- Relationship management between ministry clients and the OPS I&IT organization.
Problem Solving & Analysis (15%)
- Supporting business, information, and data architecture in developing consumption-oriented data sets and tools to support both operational and analytical business needs and priorities; and
- Conducting research and analysis skills to support development of policy deliverables and tools that enable implementation of Enterprise Information Management programs and practices across the organization, etc.
Desirable Skills:
- Experience with Computer Aided Software Engineering (CASE) tools
- Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards
- Experience defining and implementing data product standards, data contract specifications, and reference data services.
- Familiarity with semantic modeling, taxonomies, controlled vocabularies, and canonical entity/event definitions.
- Understanding of privacy and security frameworks (FIPPA/MFIPPA), including classification, de-identification, and ABAC/RBAC patterns.
- Knowledge of information exchange standards (e.g., NIEM, OpenAPI, AsyncAPI, JSON Schema) and interoperability-by-design practices.
- Awareness of data quality frameworks, including dimensions, SLOs, and certification tiers, and experience embedding observability and monitoring into data product lifecycles.
