Why is this role important?

The Project Lead provides leadership and oversight for complex, high-profile products and deliverables aligned with CIHI’s strategic priorities. They guide and advise project teams to ensure the achievement of specified outcomes within established budget, scope, timelines, and interdependencies - this includes project reporting, and briefing preparation. The Project Lead plans and delivers programs and products across the data lifecycle, including but not limited to those related to data stewardship, standards, data flows, data quality, reporting and capacity building with an emphasis on collaboration with key external partners. The project lead balances stakeholder engagement, project management, and a solid understanding of health systems and health information - all in support of unlocking the power of health data so that it can be used to enhance patient care and support better research and better outcomes for Canadians.

This posting will be used to fill 4 positions – 2 within the Data Stewardship Initiative team and 2 within the Health Workforce Information team.

The Data Stewardship Initiative team leads the development and implementation of national frameworks, tools and governance models to strengthen how health data is managed, accessed and used across Canada.

The Health Workforce Information team helps to advance the availability of and access to pan-Canadian health workforce data and information to support health workforce planning.

Through close collaboration with internal and external partners, both teams are committed to a coordinated, pan-Canadian approach to responsible and effective data stewardship and data advancement.

What you'll do

  1. Lead projects from initiation through implementation: prepare project charters, detailed workplans/Gantt schedules, budgets, resource plans, risk reporting, and regular status delivery; ensure milestones and deliverables are met.
  2. For data-related projects: lead and coordinate all aspects of the data lifecycle for assigned products including intake, validation, linkage, remediation, documentation and secure delivery (private and public reporting).
  3. For analytics projects: lead and coordinate activities to support development of reports, indicators and other information products. including contributing ideas for new work in line with CIHI’s corporate analytical themes, carrying out background research, designing and submitting project proposals, developing methodologies, supervising and guiding analysis, describing the findings and developing the required analytical products (reports, infographics, indicator results, data tables, presentations, etc.)
  4. Apply and champion methodological rigour: develop and review analytic plans, indicator specifications and validation approaches; coordinate reproducible analysis and QA processes.
  5. Advance data standards and interoperability: lead or contribute to content/EMR/standards activities, vendor engagement, pilots and implementation planning.
  6. Drive stakeholder engagement and client support: liaise with jurisdictions, data providers, clinicians, academics, vendors and other stakeholders; lead consultations, working groups and advisory committees.
  7. Ensure governance and privacy compliance: apply disclosure control, privacy and CIHI information security policies; incorporate Indigenous Data Sovereignty and culturally safe practices where relevant.
  8. Represent CIHI externally: present at forums, contribute to publications and promote adoption of CIHI standards/products.

What you'll bring to the table

  1. Undergraduate degree in Epidemiology, Health Informatics, Data Science, Public Health, Health Administration or related field, or equivalent combination of education and related experience.

  2. Minimum 5 years relevant experience in health data/analytics, data management, health services research / policy, or health information projects.

  3. Minimum 1-3 years supervisory experience.

  4. Domain experience relevant to portfolio (e.g., health system performance and analytics, primary care, specialized care, case mix, expenditure, workforce, Indigenous health).

  5. Proficiency with project tools (MS Project/Gantt), analytics and data tools (R, Python preferred) and visualization tools (Tableau, Qlik or equivalent).

  6. Practical experience with large administrative/clinical datasets and data quality practices.

  7. Thorough understanding of quantitative research and the ability to analyze and synthesize complex research and technical health information.

  8. Strong project and stakeholder management, facilitation and negotiation skills.

  9. Analytical rigour, problem solving and attention to quality.

  10. Clear written and oral communication, knowledge translation and facilitations skills.

  11. Collaborative leadership and ability to work effectively in a matrix and multi stakeholder environment.

  12. Conceptual understanding of the health determinants, health care system, health care policy, and sound knowledge of health information and its uses for policy development, planning, management, and evaluation purpose.

  13. Problem-solving and decision-making:
    Analyzes information and interdependencies to identify effective solutions to complex issues. Makes timely, informed decisions that balance facts, risks, and corporate priorities, using sound judgment and critical thinking to develop plans and recommendations to resolve problems.

  14. Stakeholder engagement:
    Builds and maintains strong internal and external partnerships; acts as an ambassador and advocate for CIHI. Demonstrates strong negotiation skills to effectively facilitate trust and agreement among diverse stakeholders, resolve conflicts, and achieve win-win outcomes that support organizational objectives.

  15. Change leadership:
    Inspires others to view change positively; secures support and resources for change initiatives; builds credibility with key stakeholders, and strategically aligns people, systems, and structures to achieve corporate priorities.

  16. Occasional travel may be required

  17. Must comply with all CIHI workplace, and legislatively supported policies, including Code of Business Conduct, Workplace Harassment and Prevention and Privacy, and Confidentiality.

  18. Fluency in English is required, bilingualism in both official languages is an asset.
