About the role

The Information and Communications Technology Council (ICTC) is seeking a visionary and analytically strong Senior Economist to lead and contribute to cutting-edge economic research that supports Canada’s digital transformation. This role will dedicate 50% of its responsibilities to the execution of ICTC’s major labour market information (LMI) initiatives. The successful candidate will also make significant contributions to ICTC’s national policy, economic outlook, and workforce development initiatives.

The ideal candidate will bring knowledge of Canada’s digital economy, LMI, economic forecasting, and workforce transformation. This role calls for leadership in data innovation, cross-sectoral analysis, and translating complex economic insights into actionable intelligence for Canadians, businesses, and policymakers.

This is a remote position open to individuals living anywhere in Canada. International candidates are welcome to apply; however, ICTC is unable to provide relocation assistance.

Key Responsibilities

Project Execution

  • Design and lead the methodology for ICTC’s labour market outlook reports, integrating longitudinal and cross-sectoral labour market analysis.
  • Oversee quarterly economic briefs that distill current labour trends and digital economy shifts into accessible knowledge for industry leaders.
  • Guide the development of AI-enabled forecasting models and natural language-driven dashboards that reflect occupational shifts, emerging technologies, and regional skills demand.
  • Collaborate with partners and stakeholders across provinces and territories to align federal and provincial LMI data and inform evidence-based workforce planning.
  • Support the development and maintenance of the ICT LMI Hub for Canadian businesses and policymakers.
  • Engage in advisory council activities, co-design sessions, and cross-sectoral summits to validate findings and strengthen industry relevance.
  • Collaborate with qualitative and quantitative researchers and policy analysts to design and execute integrated and mixed-methods research initiatives.

Thought Leadership and Economic Expertise

  • Serve as a subject matter expert on Canada’s digital economy, offering thought leadership through publications, conferences, and stakeholder engagements.
  • Develop high-impact research papers, briefs, and data-driven insights on the changing landscape of Canada’s ICT labour market.
  • Provide strategic insight into the intersection of digital transitions, analyzing how automation, AI, cybersecurity, clean tech, digital infrastructure and other emerging or new technologies/priority areas shape skills demand across sectors.
  • Contribute to ICTC’s forecasting capabilities and macro- and microeconomic modelling, integrating new data sources and methodologies.

Cross-functional Collaboration

  • Act as a key liaison with external stakeholders, including government departments, academic institutions, research networks, and industry associations.
  • Contribute to grant proposals, stakeholder reports, and evidence-informed recommendations that support ICTC’s strategic priorities.

Required Qualifications

  • Master’s or Ph.D. in Economics, Data Science, or a related discipline.
  • Minimum 7–10 years of experience in economic research, forecasting, and labour market analysis, ideally within a Canadian context.
  • Demonstrated experience leading longitudinal research projects and producing high-impact dashboards, outlook reports, or applied workforce tools.

Expertise in:

  • Economic modelling
  • Data analytics and visualization tools (e.g., Python, R, Tableau, Power BI)
  • Forecasting techniques and AI-enabled modelling
  • Labour market data and policy
  • Developing, deploying and interpreting ML/AI models
  • Canada’s digital economy and sector-specific skill needs (e.g., cleantech, AI, cybersecurity, life sciences, smart manufacturing).
  • Strong writing and presentation skills; ability to communicate economic insights to technical and non-technical audiences.

Assets

  • French-English bilingualism.
  • Experience working with equity-deserving groups or inclusive labour policy.
  • Familiarity with provincial LMI frameworks or intergovernmental data integration initiatives.
