As the Leader, Intermunicipal Planning you will provide leadership for the Intermunicipal Development Plan Program and work closely with our municipal neighbours to coordinate land use and services along our borders. The team also supports Council members at Intermunicipal Committees with Rocky View County, Chestermere and Foothills County and reports through the Intergovernmental Affairs Committee to Council. As one of three teams in the Regional Planning Division, your primary duties are:
- Foster relationships and collaborate with municipal partners to negotiate solutions to land use and servicing issues along and outside of The City's borders.
- Establish and maintain cross corporate relationships and understand land use and servicing interests near borders and seek to uphold City interests through negotiation and joint planning with municipal neighbours.
- Oversee quality and workflow for deliverables such as intermunicipal circulations, Intermunicipal Development Plans and reports to committees and Council.
- Contribute to broader Regional Planning projects such as annexations, Intermunicipal Collaboration Frameworks, and Regional Strategy.
- Foster a supportive leadership team environment with shared commitment to the wider regional program by sharing resources and knowledge; supporting cross division efforts to manage fluctuating workloads; and supporting safety and well-being of divisional staff.
- Support division workflow and processes and continuous improvement efforts.
- Supervise and guide a team of up to six direct reports through coaching, mentoring and performance management.
- Ensure City staffing policies are followed and manage the human resources functions such as hiring, coaching and training; career development and performance management.
Qualifications
- A degree in planning, geography, business or a related field with at least 8 years of experience in policy making, strategic planning, annexation and/or intermunicipal negotiations.
- Equivalent combinations of experience and education may be considered.
- A master's degree in one of the above disciplines would be considered an asset.
- Preference will be given to applicants who have proven leadership and management experience overseeing teams and work programs.
- Experience with the following would be considered assets:
- Previous employment with rural or smaller urban centres and/or knowledge of the greater Calgary region.
- Conflict resolution and collaborative negotiation skills.
- Understanding of cross-corporate service needs and interests in developing areas.
- Success in this role requires a high degree of political acumen and strong relationship skills.

- Successful applicants must provide proof of qualifications.
Workstyle
- This position may be eligible to work from home for at least part of the time as one of several flexible work options available to City employees. These arrangements depend on the operational requirements of the role, employee suitability, and are subject to change based on operational needs and corporate direction.

- Position Type: 1 Temporary (up to 23 months)
- Compensation: Level M3 $133,008 - $166,260 per annum
- Hours of work: Standard 35 hour work week.
- Days of work: This position works a 5-day work week with 1 day off in a 3 week cycle.
