Job level: Level 6 salary range: $80,624 - $109,080 per year; Compensation offered will be based on an assessment of the candidate’s knowledge, skills, competencies, and experience, while ensuring internal equity.

Division overview

The Cancer Systems and Innovation Division supports initiatives to improve equitable access, to better experiences and outcomes, and to advance reconciliation throughout Canada’s cancer system. The division enables system change with data, research, innovation, and modelling. Work of the division is primarily accomplished through partnerships across Canada to implement evidence-informed and co-developed solutions, encompassing everything from prevention and screening to diagnosis and clinical care through to palliative care and survivorship.

Overview of role

Working as an experienced professional within the Cancer Systems and Innovation Division, the Lead, Performance Measurement & Evaluation advances the Partnership’s vision and capacity for performance measurement and evaluation through demonstrated technical expertise and focused effort in driving outcomes. Reporting to the Manager, Performance Measurement and Evaluation, the incumbent will support the Partnership to tell its impact story, provide strategic guidance, and create evidence for the Partnership and its partners to drive the priorities and actions of the Canadian Strategy for Cancer Control, while contributing to CPAC’s overall vision to reduce the burden of cancer on all Canadians.

Core responsibilities and activities

  • Provides strategic advice and guidance to internal program teams and external partners in planning, developing, and implementing initiative- and project-level performance measurement and evaluation plans, in alignment with the Partnership’s Performance Measurement and Evaluation (PME) Framework. Activities include but are not limited to:
  • Engaging with Partnership teams and its partners to design Pan-Canadian evaluation learning goals based on feasibility, scope, and interests via committees, advisory groups, or governance structures.
  • Designing an overall evaluation framework, including preparing program logic models, approaches to data collection, tools development, defining outcomes and indicators, establishing partner requirements for measurement and evaluation, and supporting analyses and syntheses of evaluation results.
  • Supports and/or collaborates in the procurement and management of the work of third- party vendors engaged to implement evaluation initiatives across the organization.
  • Facilitating activities to translate evaluation results and learnings with Partnership teams and partners.
  • Lead and/or collaborate in the planning, design, and implementation of organizational or corporate project evaluations including engagement, development of frameworks, tools and/or approaches, analysis, and interpretation to assess and communicate impact of investments and progress made toward advancing the Partnership’s outcomes in line with the Partnership’s Logic Model.
  • Leads and/or contributes to building staff capacity in evaluation and performance measurement through development and delivery of various learning opportunities, resources, tools, and processes.
  • Collaborates with program teams across the organization to gather, integrate, strengthen, and interpret evidence for effective storytelling and impact reporting across the Partnership’s programs and initiatives.
  • Promotes the use and integration of evaluation evidence both internally and externally, including supporting the development of various knowledge mobilization products and mechanisms to inform decision-making and learning at organizational and program levels.
  • Supports and contributes to organizational performance reporting efforts, including preparation of materials for senior management, the Board of Directors and Health Canada.
  • Manages and collaborates with external performance measurement and evaluation consultants to support the planning and delivery of defined pieces of work.
  • Provides timely and strategic advice to the Manager, Performance Measurement and Evaluation and Director, Prevention and Performance Measurement and Evaluation in overseeing the planning, development and implementation of performance measurement and evaluation activities.
  • Supports and contributes to the preparation and monitoring of corporate performance measurement and evaluation plans, annual work plans, and budget.

General accountabilities

  • Acts as primary contact and source of information for internal teams and external partners regarding evaluation and performance measurement.
  • Stays current with, and shares knowledge on the latest trends, theories, and practices in evaluation and performance measurement.
  • Stays current with, and shares knowledge of existing and emerging practices in equity focused and First Nations, Inuit and Métis evaluation approaches and methods.
  • Actively seeks out opportunities for advancing the Partnership’s vision and capacity for performance measurement and evaluation.
  • Develops trusted relationships with program teams, their partners, and advisors to foster co-creation and co-design in collaborative evaluation efforts.
  • Provides performance measurement and evaluation advisory support across the organization.
  • Occasional travel will be required.

Experience and Qualifications

  • Master’s degree in health administration, Health Sciences, Public Health or other relevant discipline, or an acceptable combination of education and / or experience.

  • Minimum 5 years of experience in evaluation and performance measurement preferably in the non- profit or healthcare sector, with demonstrated experience in three or more of the following categories:

  • Leading the planning and strategic design of evaluations in collaboration programs involving multiple diverse partners and/or stakeholders.

  • Carrying out evaluations or overseeing the implementation of evaluations with vendors.

  • Developing and implementing performance measurement and reporting frameworks to support organizations and program to tell their impact story with high quality data and insights

  • Translating and mobilizing evaluation and performance measurement findings for specific audiences to support organizational and program learning and decision-making.

  • Leading the planning, design and implementation of organizational-level performance measurement frameworks, indicators and tools to support the Partnership to demonstrate the impact of its work with partners and learn from its performance

  • Strong communication and facilitation skills to support performance measurement and evaluation activities across the organization, including ability to create presentations and present to internal and external audiences at varying levels.

  • Strong creative and critical thinking skills, including ability to provide solution recommendations and develop and implement novel and innovative solutions/approaches to performance measurement and evaluation questions at the project, program, and organizational levels.

  • Advanced planning and organizational skills, with demonstrated experience in leading projects through all phases of the project management life cycle.

  • Strong collaboration and relationship building skills, including ability to engage diverse internal and external partners and work within a cross-functional team environment to lead project-wide activities.

  • Willingness to learn from and consult with colleagues for input and information gathering and sharing.

  • Skills in quantitative and qualitative data analysis, synthesis, and sharing of evaluation findings.

  • Experience using survey or data visualization platforms (E.g., Question Pro, Power BI, etc.)

  • Education and/or experience in designing, planning, or conducting evaluations with a health equity focus or evaluations that include First Nations, Inuit and Métis communities and organizations is an asset.

  • Program Evaluation Certificate or Credentialed Evaluator designation is an asset.

  • Education and/or experience in evaluations that follow OCAP™ principles as well as Inuit and Métis research protocols and guidelines is an asset.
