Our Maintenance Delivery department within the Asset Management & Maintenance (AM&M) division is seeking a Senior Project Officer to manage assigned projects and contracts related to the planning, administration, and execution of rail right-of-way (ROW) maintenance and infrastructure rehabilitation initiatives in a safe, standardized and cost-effective manner.
This position plays a key role in supporting the safety and efficient operation of Metrolinx’s rail corridors. This position is responsible for managing multiple projects and contracts, ensuring the ongoing maintenance, safety, and reliability of the rail right-of-way. The role involves a blend of office-based project management and field-based oversight, working closely with internal teams, contractors, and municipalities to deliver work programs in compliance with Metrolinx standards and policies.
What will I be doing?
- Oversee and provide support to the Rail Corridors, Asset Management & Maintenance (AM&M) team on various rail right of way operational and preventative maintenance activities, including but not limited to corridor securement initiatives, vegetation management, signage maintenance, graffiti removal, garbage and debris management, encroachment resolution, and encampment removals.
- Manage and oversee a portfolio of Operational and/or State-of-Good Repair (SoGR) assigned contracts and projects from initiation to completion, including planning, procurement, execution, monitoring, and close-out, ensuring all work is delivered safely, on schedule, within scope, and in accordance with Metrolinx standards.
- Support documentation, reporting, and project tracking to ensure successful delivery of assigned contracts within scope, schedule and budget and adhering to Metrolinx safety, environmental, and operational governance policies.
- Oversee and coordinate the performance of contractors and subcontractors to ensure compliance with contractual obligations, technical specifications, safety standards, and quality requirements, while fostering strong working relationships and accountability in the field.
- Provide field-based oversight across the network to ensure all work meets Metrolinx standards, from pre-construction site walks to deficiency assessments and final acceptance.
- Liaise closely with internal stakeholders, external partners, and contractors to support effective planning, scheduling and coordination of assigned work programs and ensure seamless integration with ongoing corridor operations.
What Skills and Qualifications Do I Need?
- Post-secondary degree or diploma in Engineering, Construction Management, Project Management, Environmental Studies, or a related discipline, or an equivalent combination of education, training, and relevant experience.
- Demonstrated years' of progressive experience in project management, preferably within infrastructure, construction, maintenance, or transportation environments.
- Rail or rail infrastructure experience would be considered a strong asset. Candidates with transferable infrastructure or field-based project delivery experience are encouraged to apply.
- Experience managing multiple concurrent contracts or projects from planning through to completion, including budgeting, procurement, and contractor oversight.
- Strong organizational, scheduling, and coordination skills, with the ability to plan, track, and deliver work within defined timelines and budgets.
- Excellent communication, negotiation, and relationship management skills to effectively collaborate with contractors, consultants, municipalities, and internal teams.
- Familiarity with Canadian Railway Operating Rules (CROR) and Metrolinx operational procedures, Rail Corridor Access Control (RCAC) policies, and Red Zone/Green Zone protocols considered an asset.
- Understanding of Work Methodology Plan (WMP) reviews and field-based construction oversight is preferred.
- Demonstrated ability to interpret contract documents, drawings, and specifications, and ensure adherence to technical, safety, and environmental standards.
- Strong problem-solving and decision-making skills, with a focus on proactive issue resolution and stakeholder alignment.
- Valid Ontario Class G driver’s license and ability to travel to work sites across the rail network as required.
