About the role

The Payroll & Benefits Manager has a thorough understanding of payroll and benefits practices in Canada who oversees the payroll process and pension/benefits administration in the organization. The role is responsible for overseeing process, troubleshooting benefits issues, managing process/system improvements and resolving complexities for approximately 2,500 salaried, hourly, seasonal and expatriate employees across two key locations. The role oversees two Payroll & Benefits specialists and ensures all payroll data is collected, input, processed, balanced, and verified accurately and on time. In addition, the payroll manager is responsible for the bi-weekly, monthly, and yearly compliance requirements.
This individual is also responsible for coordinating with key third-party providers that support Canada payroll and benefit administration, as well as contributing to the central benefits team based in US toward opportunities for enhancements, efficiencies and regulatory compliance.
Payroll Processing
- Oversee payroll & benefits administration for approximately 2,500 hourly, salary, seasonal and expatriate employees in a rotating shift environment
- Directly manage two payroll specialists who are responsible for day-to-day payroll processing
- Work with external accountant to ensure processing accuracy of expatriate compensation
- Audit biweekly payroll processes for accuracy and balance payroll on biweekly basis for debit amount determination
- Process the monthly WSIB remittance
- Support Managers and Supervisors with Time and Labour Management System enquires and reports
- Create payroll reconciliation file for finance on a biweekly basis for each company code
- Year end processing of T4, T4a’s WSIB, EHT, EI, CESST, WCB annual remittance
- Provide clear and timely communication to all employees regarding payroll updates, deadlines, requests
- Monitor and analyze payroll data for continuous improvement opportunities and trends to enhance efficiency and accuracy in payroll operations
Benefits Administration
- Provide day-to-day benefits administration services such as enrolling new hires and processing updates and changes to employee information as well as terminating coverage for terminated employees
- Assist employees with any claim issues
- Process monthly billing
- Contribute to central benefits team to evaluate and modify benefits plans and/or process improvements
- Support central benefits team to develop and schedule benefits orientations and other benefits training, as needed.
- Participate in meetings regarding plan renewals and implementation of new benefit plans and programming
Pension Administration
Oversee administration and support HR/Employee enrollment in the Pension plan
- Support employees on changes to deduction percentages
- Run biweekly reports for any changes requested through third-party pension administrator for enrollment in RRSP and/or deduction changes
- Track and remit pension contributions on biweekly basis and balance to payroll
- Support central benefits team on financial education and programming of the pension plan to employees.
- Troubleshoot inquiries related to pension contributions from the CRA
- Contribute as local member of the pension committee
- Process annual form 7 and supporting submission of AIRs
Team Management and Development
- Complete interim and year-end reviews for every member of team
- Ensure completion and execution of individual development plans by each team member
- Provide ongoing informal performance feedback and coaching
- Understand job requirements and ensure alignment with available talents and abilities
- Provide necessary training as appropriate
The ideal candidate will have:
- 8+ years’ experience in full cycle payroll processing and benefits administration
- Strong knowledge and demonstrated experience administering payroll software in a rotating shift environment, with ADP experience preferred.
- Experience using Time and Labour Management systems
- Knowledge and demonstrated experience with Benefits and Pension administration
- Thorough knowledge of Canadian (federal, provincial, municipal) employment and payroll and benefits related legislation, in particular Employment Standards and the CRA
- Experience preparing and analyzing data
- Strong knowledge of Word, Excel and Outlook, database management and record keeping.
- Experience with SAP would be an asset
- Knowledge of accounting principles and procedures
- Proven ability to work effectively in a fast paced, change environment
- Demonstrated ability to multi-task, probe, analyze and problem solve complex issues
- Demonstrated prioritization, organization, time management, planning and follow-up skills
- Strong communication skills – written and spoken, listening skills
- Professional, tactful, and diplomatic in dealing with staff at all levels within the Organization
- Evidence of the practice of a high level of confidentiality.
- Strong people management capabilities, including performance management, coaching, mentoring, and fostering professional development.
