About the Role

The Senior Director, Community Safety, reports to the Chief Operating Officer (COO) and leads the implementation of TCHC’s Community Safety Strategy, including overseeing security and safety programs that protect tenants, staff, and assets. They manage community safety teams operating 24/7 and corporate teams, ensure safety services and programs are effective, efficient and responsive to community needs, and provide resources, policies, and training needed for effective execution.

This role goes beyond safety; it transforms the way safety is delivered within communities. It champions a future driven by lived experiences, cultural understanding, and restorative justice grounded in empathy.

Key Responsibilities

Strategic Safety Leadership

  • Lead TCHC’s Community Safety Strategy—planning, policy, metrics and resource allocation.

Team Leadership & Culture

  • Lead and coach 3 direct reports and approximately 250 indirect reports, including a 24/7 safety team, embedding equity, diversity and continuous learning.
  • Develop and establish a collaborative, anti-oppressive work culture for the team where all staff feel welcomed.

Program & Operational Oversight

  • Oversee all safety services, enforcement, prevention, emergency response and community partnerships, ensuring full compliance.

Financial, Resource & Risk Management

  • Manage budget, staffing, assets, audits and risk for fiscal and operational readiness.

Stakeholder Engagement & Communication

  • Represent TCHC, forge cross-divisional and community partnerships, and maintain clear, proactive communication.

Qualifications

  • College diploma in police foundations, criminal justice, or related field; ideally a bachelor’s in law, public administration, criminal justice, sociology, or a similar discipline.
  • Minimum 10 years of senior management in community safety—covering regulatory compliance, safety systems, special constable oversight, by-law or provincial offences enforcement, and Criminal Code enforcement.
