Economic Strategy and Investment (ESI) Division

The ESI Division is focused on ensuring strategies and related policies are developed with a broad economic lens and line of sight to economic growth, job creation and investment attraction through evidence informed decisions.

Economic Strategy and Industry Competitiveness Branch

Economic Policy and Industry Competitiveness branch supports industry growth and competitiveness by developing economic policy, identifying industrial opportunities and working with stakeholders to realize shared goals. This includes working on complex and high-value investments and assessing barriers for growth in sectors like manufacturing, logistics, aerospace and more. Additionally, the branch offers concierge support to stakeholders with complex business needs, assisting in navigating regulatory barriers, accessing resources and attracting job-creating investments to Alberta.

Industry Relations Unit

The Industry Relations Unit leads external relations with industry and industry associations, gathers industry intelligence and provides customized concierge services for complex, high-impact job-creating investments, with the goal of securing positive final investment decisions that directly supports JETI’s mandate of maximizing economic and job creation benefits to the province.

The Industry Relations Unit also provides dedicated concierge support for select, high-impact job-creating investments with the goal of securing positive final investment decisions (FID) while maximizing economic and labour benefits for the province.

Role Responsibilities

Reporting to the Director, Industry Relations, the Manager, Advanced Industries is responsible for providing leadership and strategic direction to a team of professional staff to: engage stakeholders to identify industrial opportunities, define challenges and develop solutions; gather and analyze industry intelligence to inform government policy, programming and strategy; lead delivery of pathfinding supports for businesses to government programs, information, contacts and resources, and coordination of customized concierge services to select large business investors. Advanced industry sectors may include aerospace, aviation, defence, or other industries depending on ministry priorities.

The primary responsibilities of the Manager, Advanced Industries include:

  • Stakeholder Engagement: This leadership position focuses on building industry networks and maintaining collaborative stakeholder relationships by providing direction and guidance to staff to achieve an efficient and effective industry outreach to advance industry growth and enhance sector competitiveness. Research, analysis and preparation of report materials on economic and business climate information to inform industry development.

  • Policy/Program Support: Work collaboratively with colleagues providing input on industry policy and program development; gather stakeholder feedback on new policies and programs, and raise issues, providing options for resolution.

  • Leadership/Mentorship/Employee Development: Lead the team in a strong systems thinking approach to identify implications, options and the strategic impact of decisions, recommendations, within an integrated cross ministry governance environment.

  • Unit/Branch Administration: Lead regular team and one-on-one meetings, and other performance management activities as required to manage staff and provide guidance.

  • Information Requests/Action Requests/Briefings: Manage the assignment, review and completion and provide direction for various action requests, briefings, advice and presentations by assigning appropriate resources, reviewing content and providing feedback to ensure accuracy, completeness, relevance and strategic framing.

Qualifications

University graduation in a related field (Business, Economics, Arts, Public Administration), plus 4 years progressively responsible related experience; or equivalent as described below.

Equivalency: Directly related education or experience considered on the basis of:

  • 1 year of education for 1 year of experience; or

  • 1 year of experience for 1 year of education.

The position requires the following knowledge, skills and abilities:

  • Knowledge of advanced industry sectors (include aerospace, aviation, defence, or other industries depending on ministry priorities), and a strong awareness of emerging issues, industry and market trends, challenges, and opportunities.

  • Strong working knowledge of government decision making policy and program development. The position must have the ability to understand the ministry's priorities and delivery processes including legislation, regulations, policies and programs.

  • Strong ability to successfully establish, maintain and enhance effective stakeholder networks and relationships internally within the ministry, across government, and externally with industry and the economic development ecosystem.

  • Experience managing staff with a demonstrated commitment to create, support and sustain a team environment that enables, motivates and empowers staff to achieve positive results and outcomes.

  • Sound knowledge of project management approaches and experience leading a variety of project teams to successful achievement of objectives.

  • Strong written, verbal, and interpersonal communication skills.

Assets:

  • Knowledge of economic development practices, industry drivers for economic growth and investment, and economic trends provincially, nationally and globally.

We are currently hiring for one full time permanent position. Work hours are Monday to Friday, 8:15 a.m. to 4:30 p.m. (36.25 hours/week).

Work location is in Commerce Place, 10155 102 Street, Edmonton or 639 - 5 Avenue Building, SW Calgary.
