We are looking for a highly motivated professional to contribute to the Compliance Division.

Reporting to the Manager of Compliance, this position will support and facilitate legislative compliance within the Water, Wastewater and Stormwater divisions (operations), focusing primarily on the Water Division. The position provides technical and operational support to ensure Town operations comply with appropriate legislation, regulations, best management practices, and quality standards.

Duties and Responsibilities

  • Act as the Alternate Quality Management System (QMS) Representative and assist with maintaining the Town’s Drinking Water Quality Management System.
  • Coordinate and participate in audits and inspections with internal and external auditors and regulatory agencies.
  • Prepare regulatory submissions and reports, and review and interpret technical documents, studies, and legislation.
  • Support the renewal and maintenance of the Town’s Municipal Drinking Water Licence (MDWL), Drinking Water Works Permit (DWWP), and Consolidated Linear Infrastructure Environmental Compliance Approval (CLI ECA).
  • Track and maintain records of operations staff licenses, certifications, and training hours; coordinate training schedules, process renewal and upgrade applications, and perform related data management and analysis.
  • Develop, implement, and audit programs, plans, policies, procedures, and systems to ensure compliance with applicable federal, provincial, and municipal legislation.
  • Monitor, interpret, and summarize legislative, contractual, and regulatory requirements; provide management with timely updates and recommendations based on changes.
  • Coordinate and support operational compliance with regulatory and policy requirements, including those outlined in the MDWL, DWWP, and CLI ECA.
  • Oversee and administer records management systems to ensure compliance with Ministry of the Environment, Conservation and Parks (MECP) regulations and standards.
  • Coordinate and report spills, abnormal operating conditions, and adverse water quality incidents; ensure accurate documentation and adherence to reporting timelines for the Spills Action Centre (SAC), MECP, and Medical Officer of Health (MOH).
  • Provide technical, administrative, and analytical support to water, wastewater, and stormwater operations.
  • Develop and maintain public education and outreach programs related to the Town’s water, wastewater and stormwater operations.

Key Competencies and Qualifications

  • Post Secondary diploma in Environmental Technology or related discipline (civil engineering).
  • A certificate in Water Distribution and Supply, Water Quality Analyst, or Wastewater Collection and Treatment would be considered an asset.
  • A minimum of three (3) years of experience related to the water, wastewater, and stormwater industry.
  • Comprehensive knowledge of applicable regulations, legislation, guidelines, standards, and inspection practices related to municipal operations and regulatory compliance.
  • Familiarity with municipal bylaws, regulatory frameworks, and best management practices related to the position.
  • Demonstrated experience in research, data entry, report development, and customer service.
  • Proficient in Microsoft Office applications (Word, Excel, PowerPoint) and other relevant software systems.
  • Strong organizational, analytical and problem-solving skills.
  • Excellent interpersonal and communication abilities with a proven capacity to work independently and collaboratively while managing multiple priorities and projects.
  • Ability to promote a culture of inclusiveness and work with a diverse population of employees and the general public.
  • Ability to travel to off-site locations promptly and efficiently, as required.
  • Successful candidate will be required to provide a Criminal Record Check upon hire.

The position offers a hourly range of $43.51 to $52.89 (2025 rates) plus a competitive benefit package.

Bradford West Gwillimbury is a town in south-central Ontario, in the County of Simcoe in the Toronto Census Metropolitan Area on the Holland River. West Gwillimbury takes its name from the family of Elizabeth Simcoe, née Gwillim. The former Town of Bradford was amalgamated with portions of the former Townships of West Gwillimbury and Tecumseth to become the Town of Bradford West Gwillimbury on January 1, 1991.
