Who you are

The CNSC is undergoing significant transformation that will shape the future of our workplace and workforce. This role offers a unique opportunity to help define how workforce decisions are made across the organization during a period of change, complexity, and evolution.

As a senior member of the Workforce Planning and Analytics team, you will lead and evolve the CNSC’s strategic workforce planning approach in an environment where priorities and solutions are still emerging. You are comfortable operating in ambiguity, able to bring structure where clarity is limited, and skilled at anticipating future workforce needs and translating them into practical, forward-looking workforce strategies and system solutions.

You bring curiosity, adaptability, and a growth mindset. You value diverse perspectives and apply sound judgement, critical thinking, and creativity to complex challenges. You stay informed on emerging HR and workforce trends and, importantly, know how to apply them in a way that is meaningful within the organization.

What you’ll do

As a Senior HR Advisor, you will play a key role in shaping and advancing workforce planning and people strategies at the CNSC. You will:

  • Operate with a high degree of autonomy in a complex and evolving environment
  • Provide strategic advice and recommendations to decisions makers to support future-of-work decisions
  • Establish and maintain strong partnerships across HR, business partners to identify workforce needs and priorities
  • Lead the development, refresh and execution of the organization’s multi-year strategic workforce plan
  • Identify emerging workforce risks and opportunities and recommend actionable, forward-looking mitigation strategies
  • Bring an enterprise-wide perspective to competing workforce priorities and support integrated planning across the organization
  • Act as a bridge between HR, business stakeholders, and technical teams to ensure alignment between strategy, data, and systems
  • Contribute to transformation initiatives by translating HR operating needs into clear business requirements
  • Ensure workforce data is used responsibly by stewarding data integrity, governance, privacy, and ethical application in planning and decision-making

Essential Qualifications:

Education:

Bachelor degree from a recognized university with specialization in human resources, management, public or business administration or an acceptable combination of relevant education and experience.

Language Requirements:

Bilingual imperative with proficiency at BBB level. If you are unsure of your proficiency level, we encourage you to self-assess here

Experience:

  • Significant Experience in designing and/or developing and managing the implementation of a human resources program, project, initiative and/or strategy that touches upon several HR functions

  • Significant Experience in developing presentations, reports, briefing notes, information session and/or training session for management (Director level and above)

  • Significant Experience in developing strategic advice or options or recommendations for management (Director level and above) on issues related to HR

  • Experience defining business requirements and supporting the design or implementation of HR systems, tools, or reporting solutions

  • Experience in establishing and maintaining strong working relationships with a variety of internal and/or external stakeholders

Knowledge:

  • Significant knowledge of trends and developments facing human resources in the public service and organizations

  • In depth knowledge of multiple Human Resource policies, procedures, plans, frameworks, legislation, and the application of supporting tools (i.e. Human resource planning, analytics, recruitment, resourcing, retention, official languages, EDI, accessibility, talent management) to provide strategic advice and HR services to clients

  • Knowledge of HR systems and processes, with the ability to translate business needs into system requirements and planning tools

  • Communications strategies, best practices and trends in support of managing projects and change

Ability to:

  • Develop strategic options and recommendations in situations where objectives, information, or solutions are not fully defined

  • Balance multiple, competing organizational priorities while maintaining an enterprise-wide perspective

Asset Qualification:

  • Experience working in two or more functional areas of HR
  • Experience in the synthesis, analysis, interpretation, and presentation (e.g. dashboards, infographics, reports) of HR data to identify trends to support client in achieving their business goals and improve organizational processes
  • Experience leading inter-divisional and inter-disciplinary project team, working groups, committees or initiatives
  • Experience with Microsoft 365 suites of tools (e.g. Excel, PowerPoint, Sharepoint, etc…)
  • Knowledge of trends and developments facing the nuclear industry
  • Knowledge of the Canadian nuclear labour market

Operational Needs:

All CNSC staff are subject to the Mobility Directive.
Overtime: Overtime may be required.
