Job Description:
ACCOUNTABILITIES:
- To conduct all pre-admission and admission interviews
- Respond to telephone inquiries
- To supervise placement of clients in rooms
- Maintain files of all admissions, inquiries and refusals via EMHware
- To ensure that clients are adequately oriented to the Harbour Light and its program
- Calculate and collect client rent on a monthly basis
- To ensure that the room roster is maintained and updated regularly as required
- To establish and maintain a computerized client information data base

- Acts as an advocate and a positive role model for the client
- Liaises with referral sources and other external community agencies as needed (e.g. Ontario Works,
shelters, Ontario Housing, police in urgent situations)
- Conducts unit inspections of client units to ensure cleanliness and policies are being adhered to
- Handles the admission, orientation, evaluation of clients' understanding of rules, and discharge
procedures; ensures the ongoing enforcement of policies, ensures clients participation in the
program
- Serves as a representative of The Salvation Army Harbour Light Ministries, maintaining and
developing relationships with community partners
- Participate in all staff meetings by attendance and participation
- Participate in regular direct supervision with immediate supervisor and implement improvement in
performance as directed
- Performs other related duties as assigned
EDUCATION AND EXPERIENCE QUALIFICATIONS:
Education, Qualifications and Certifications:
- Minimum undergraduate degree from a recognized institution (in one of the human services
professions), including qualification to enter a Provincially Regulated College
- Alternative combinations of education and experience may be considered.
Experience and Skilled Knowledge Requirements
- Minimum of 1-3 years of prior related experience in case management and supportive counselling,
especially with people experiencing homelessness, those with substance abuse disorders, refugee
claimants, and members of the 2SLGBTQ+ community
- Understanding of the continuum of addiction and concurrent disorders
- Experience and skill working with homeless individuals
- Understanding of trauma and trauma informed principles
- Knowledge of culturally competent practices
- Knowledge and experience with data management systems
- Strong work ethic, initiative and commitment to delivering positive outcomes
- Ability to organize workload using time management principles
Skills and Capabilities:
- Attention to detail, problem solving and analytical skills.
- Strong sense of integrity and confidentiality with professional ethics and a balanced sense of
fairness and flexibility
- Ability to work well individually as well as part of a team
- Good judgment and decision making
- Able to build rapport and make meaningful connections in a short amount of time (some knowledge
of single session counselling an asset)
- Excellent verbal and written communication skills in English (A second language is an asset)
CRITICAL RELATIONSHIP MANAGEMENT
- Works in conjunction with internal and external stakeholders to support clients’ goals (including
maintaining permanent housing, recovery from substance use/concurrent disorders,
employment/education, etc.)
MANAGERIAL/TECHNICAL LEADERSHIP RESPONSIBILITY:
- Reports directly to: Program Coordinator, Harbour Light Transitional Housing Program

FINANCIAL AND MATERIALS MANAGEMENT:
- Work with Business Manager and Program Coordinator to ensure deposit of client rent follows the
Territory Finance standards
- Assist in contacting clients to pick up refund cheques, in the event that they cannot provide a
forwarding address or direct deposit information.
- Assist in clearing client units when personal belongings are left behind
WORKING CONDITIONS:
- This position requires working out of an office at 160 Jarvis St., with duties in various areas around
the building, including inside client units, and classrooms
- Must be able to perform some light lifting, and cleaning, as when clearing a client’s unit
- Requires participation in meetings, frequent sitting, frequent standing, and working at a computer

Compensation:
The target hiring range for this position is $23.28 to $29.10 with a maximum of $34.92.
Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
