Responsibilities
PRIMARY PURPOSE
Plans, develops, coordinates, and implements Quality Assurance and business process practices in accordance with industry standards and regulations. Reviews, develops and maintains Quality Assurance programs. Performs audits on business processes, procedures, work tasks, and practices. Required to assist in the assessment of work practices and participate in risk management and change management activities. Supports and reinforces a culture of quality across the organization, ensuring customer expectations are met through the consistent application of standards, processes, and procedures.
KEY ACCOUNTABILITIES
Leads departmental projects of varying scopes which may require research, analysis, audits, forecasting, etc.
Develops, implements, and maintains Quality Assurance processes and system tools. Tracks and analyzes process data and takes action to ensure alignment with quality requirements.
Defines and documents Quality processes while working in close collaboration with other departments and ensures alignment to BCRTC Quality Management System. Develops and conducts presentations and training on the use of Quality Assurance processes and tools.
Provides input to Quality Assurance department long term planning & budget, resources, initiatives, and departmental goals.
Participates in continuous improvement initiatives such as identifying non-value-added activities and high-cost drivers and provides recommendations and innovative solutions to optimize methods.
Provides input to the development/modification of Quality Management System policies and procedures and ensures company-wide compliance.
Mitigates risk by ensuring inter-departmental compliance with engineering and regulatory requirements through data verification and process adherence.
Analyzes and audits compliance with applicable industry standards, provincial and federal regulations and BCRTC business processes and initiates any required corrective and preventive actions; prepares and distributes audit reports.
Leads cross functional multi-disciplined teams through the corrective and preventive action process by facilitating problem solving sessions.
Supervises the resolution process by assigning corrective and/or preventive actions to both exempt and bargaining unit employees as well as compliance conditions and makes determinations on outcomes, deliverables, and final issue closures. Decides on validity of nonconformities and authorizes or revokes conditional acceptance of nonconformities. Manages the performance of the assigned employees by documenting and discussing good/poor performance with employees and /or their managers should escalation be required.
Designs and manages quality process, system tools and key performance indicators. Adjusts processes and tools to ensure continuous improvement for optimal performance.
Day-to-day use of specialized expertise to assess, analyze and determine solutions for complex problems.
Reviews engineering drawings, specifications, change documentation and products to ensure quality elements are included; recommends revisions and improvements in accordance with standards, regulations and BCRTC business processes.
Qualifications
EDUCATION AND EXPERIENCE
The requirements for this position would be acquired through completion of a post-secondary diploma or degree in a Quality, Mechanical, Industrial or Manufacturing Engineering or a related discipline plus a minimum of five (5) years of practical experience in a maintenance or manufacturing environment, including at least three (3) years’ experience in a Quality Control or Quality Assurance capacity. Requires an in-depth, demonstrable knowledge in manufacturing or, operations and maintenance practices and specifications, as well as an understanding of industry Quality standards.
OTHER REQUIREMENTS
Excellent verbal and written communication skills.
Strong analytical and problem-solving skills.
Strong interpersonal, and relationship management skills.
Strong time management and organizational skills to balance and coordinate effort across multiple, concurrent activities.
Highly motivated with the ability to consistently seek out improvements to current processes in order to achieve operational efficiency.
Strong knowledge of standard office software including Microsoft Office, web-based and data/business management systems.
Familiarity with provincial and federal standards relating to the operation of a railroad as well as SMS (Safety Management System) requirements.
Technical documentation experience is considered an asset.

Rate of Pay
The salary for this position ranges from $82,400 - $123,600 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
