Responsibilities PRIMARY PURPOSE
Responsible for providing leadership and oversight in ensuring a culture of safety for all BCRTC employees. Ensures BCRTC remains in compliance with all related safety and environment policies and regulatory requirements. Collaborates with the Director to develop appropriate and comprehensive strategies and plans focused on occupational health, safety, and environmental compliance. Manages safety and environmental initiatives, projects and campaigns. Acts as a key liaison in the company’s interactions with WorkSafeBC, municipalities, and Environment Canada. Engages effectively with the Executive / Senior Leadership Team (ESLT) and the Board of Directors as required.
Key Accountabilities Provides leadership and oversight in ensuring an overall culture of safety and environmental stewardship across BCRTC. Collaborates with the Director and other BCRTC stakeholders to develop and implement appropriate and comprehensive safety strategies and plans. Provides training as needed to BCRTC leaders and staff on safety practices.
Provides leadership and oversight in meeting provincial regulations and BCRTC goals with respect to environmental sustainability. Collaborates with the Director and other BCRTC stakeholders to advance sustainability initiatives.
Develops, implements, and manages safety programs, projects, data-driven campaigns, and initiatives that promote safe work practices across BCRTC in order to mitigate risks and eliminate or minimize harm. Implements appropriate standards, practices, policies, and processes across BCRTC for accident prevention and safety, including necessary controls to identify and mitigate risks, report critical issues, and recommend actions to the Director.
Provides subject matter expertise support to the Operation & Maintenance Safety and Project & Contractor Safety teams to implement proper initiatives, projects, and campaigns focusing on prevention and compliance.
Ensures overall BCRTC compliance to WorkSafeBC (WSBC) regulations, municipal requirements, and Environment Canada. Acts as a key liaison between BCRTC and regulatory/enforcement bodies relating to safety and environmental compliance issues.
Develops and manages OHS and environmental compliance and prevention programs and data-driven initiatives that are compliant with applicable regulations to promote environmental stewardship, physical safety, and mental health for BCRTC employees.
Aligns BCRTC’s integrated safety and environmental management systems to the ISO 45001 and ISO14001 standards and other industry best practice standards to support continuous improvement.
Oversees or supports the response to and investigations of accidents and safety and environmental incidents occurring in BCRTC workplaces, and ensures investigations are performed consistently, accurately, and within established timeframes. Liaises as necessary with external regulatory bodies related to investigations to ensure adherence to regulatory requirements. Interprets findings and implements corrective action plans to prevent future accidents or incidents. Prepares and presents comprehensive executive-level reports on investigations, findings, and actions.
Collaborates closely with the data analytics team to determine the type of data that needs to be collected and analyzed, set proper KPIs and targets, prepare and present senior level reports, and ensure the quality of data collection and analytics is properly maintained.
Maintains, communicates, and reports on BCRTC’s safety and environmental compliance plan, safety risk register, and environmental impact assessments. Acts as the overall custodian of the system managing data and information relating to health, safety, and environmental concerns and incidents to support the management of safety concerns, corrective actions, and other related activities. Maintains occupational health and safety and environmental data to support analytics and reporting.
Ensures all environmental analyses and assessments are conducted and reported to the governing and regulatory bodies in a timely manner. Responsible for ensuring that any findings and concerns are addressed in collaboration with other departments (e.g., Engineering) through proposed solutions and projects.
Collaborates with project management and project safety teams to ensure safety and environmental compliance matters, risks, and considerations are included within all stages of the projects.
Manages and drives BCRTC’s sustainability and energy management program and projects, collaborating with both internal and external stakeholders for project definition, budget allocation, and in pursuing applicable incentive programs.
Liaises with the Training department to support the development and proper delivery of Health, Safey, and environmental training material.
Liaises with the Occupational Health department to ensure comprehensive training delivery and accurate claims management and support with Return to Work cases from a safety technical perspective.
Provides specialized advice to executives, directors, managers, and supervisors on safety matters, recommending actions to support a strong safety culture and compliance. Supports and reinforces a culture of safety across the organization, so that customer expectations are met through the consistent application of standards, processes, and procedures.
Supports the Director in engaging with the ESLT and the Board of Directors to provide regular updates on prevention and safety compliance initiatives and projects, highlighting achievements, challenges, and strategies for improvement. Prepares and presents comprehensive executive-level reports regarding health, safety, and environmental performance, outlining key metrics, trends, and areas for enhancement.
Oversees and manages departmental expenditures, assisting in the preparation of the departmental budget in collaboration with the Director.
Leads and manages a team of reporting staff, focusing on selection, development, coaching, performance management, and all aspects of people management.
Qualifications Education & Experience
The requirements for this job are acquired through a degree in a safety-related discipline, plus 8 (eight) years of progressive experience in safety and environmental management-related fields including senior-level roles. Experience in Transit occupational safety, especially in a rail environment, and achievement of Canadian Registered Safety Professional (CRSP) designation would be considered a significant asset.
An equivalent combination of education and experience may be considered.
Other Requirements Advanced working knowledge of concepts, principles, practices, and techniques pertaining to safety in an operations and maintenance rail environment.
Advanced knowledge of regulations, protocols, procedures, concepts, principles, practices, and techniques pertaining to safety and environmental management.
Advanced knowledge of relevant OHS and environmental policies, legislation and legal terminology.
Advanced knowledge of public transportation modes, infrastructure, and operating systems.
Advanced communication and interpersonal skills to be able to propagate a culture of safety and environmental
stewardship and liaise with leaders and staff across the enterprise, and with external stakeholders.
Solid problem-solving skills with advanced analytical skills to identify innovative approaches and recommend solutions to mitigate risks.
Excellent prioritizing, organizing, and time management skills.
Advanced working knowledge of standard office software, including word processing, spreadsheets, presentations, and web-based systems.
Solid leadership skills to manage a team of staff or contractors, and to lead projects and initiatives.

Rate of Pay The salary for this position ranges from $107,200 - $160,800 per annum. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
