City of Duncan Engineering Technologist/Technician
The City of Duncan invites applications from candidates with the proven skills, qualifications, and abilities for the full-time permanent position of Engineering Technologist/Technician.
Duncan is small, in a Big way. Just a few hundred metres off the Highway (about 60 kilometres north of Victoria) you'll find 300 shops and services in a few beautiful, walkable, compact downtown blocks lined with 40 world-renowned totem poles. Within minutes of downtown are 5 golf courses, 15 wineries, lake and ocean waterfront, world class trails, cultural amenities, and all forms of indoor recreation. This compact city of 5,000 people aims to be one of the most livable small cities in Canada, proudly serving as the economic and cultural heart of the Cowichan Valley, a region with a population of over 80,000. Reporting to the Manager of Engineering, the Engineering Technologist/Technician contributes to the effective operation of the Engineering Department by assisting the Manager and other engineering staff in technical and administrative work related to the completion of a variety of engineering activities and projects, requiring a degree of independence and sound professional judgment. This position also supports Development Services and Public Works by assisting team members in their duties, as required, to meet service expectations, departmental goals, and objectives.
Necessary skills and qualifications include:

Diploma in Civil Engineering Technology, a Certificate as an Engineering Technician.

Eligibility for registration with the ASTTBC.

A strong working knowledge of BC legislation, regulations, legal frameworks, and procedures that regulate planning, development, and subdivision.

Proficiency in Auto-CAD, Auto-CAD Map 3D, MS Office, ARC, Database and Engineering Application Programs.
-
Possession and maintenance of a valid BC Driver’s Licence (Class 5); a satisfactory current driver’s abstract will be required.
The following skills and qualifications are considered an asset:

A minimum of three years of related experience in local government engineering and development control is preferred, with preference given to BC experience.

Knowledge of engineering, survey, subdivision and drafting terminology, principles, practices, and techniques.
-
Experience with RTK GPS, photogrammetry, and LiDAR.
-
Transport Canada Advanced Remotely Piloted Aviation Systems Certificate.
-
Knowledge of design criteria, specifications, and applicable conditions of contract and tendering policies.

Knowledge of municipal bylaws, departmental policies, and procedures.
-
Proficiency in Geographic Information Systems (GIS) and Photogrammetry software.
This is a CUPE Bargaining Unit position. The starting rate for this position is $41.92 (2025 rates). Regular work hours are 7:30 am – 3:30 pm, Monday to Friday, for a total of 37.5 hours per week.
