- (Internal Title: Engineering III)
- Project Concept and Scope Definition Responsibilities:
- Collaborate with the project team to develop the initial project concept and scope of work, ensuring alignment with client needs and requirements. Define scope elements including work breakdowns, quality standards, budget, and schedule parameters to achieve project objectives.
- Prepare scope definition sign-off documentation and manage the sign-off process with user groups and relevant departments. Review stakeholder feedback and coordinate responses or corrective actions to ensure all required stakeholders are satisfied.
- Design Process Coordination Responsibilities:
- Coordinate and monitor the design process from preliminary through detailed design phases Develop project work plans that define contract phases, packaging strategies, budget allocations, and schedules.
- Define the scope of work for individual design packages and recommend in-house or consultant design assignments.
- Conduct design progress review meetings and follow up on resulting actions.
- Prepare requests for proposals for consultant design services and manage the consultant selection process in collaboration with the Procurement and Category Management (PCM) Department.
- Review and approve engineering work plans for both in-house and consultant to ensure alignment with the defined scope, budget, schedule, and overall project objectives.
- Prepare Work Plan Release Initiations and Internal Work Assignment Release Initiations to authorize project work.
- Consultant and In-House Design Management Responsibilities:
- Manage consultant and in-house design assignments by monitoring progress and performance against established Terms of Reference (ToR) and Scope of Work (SOW), and authorize work plans accordingly.
- Ensure design teams meet project milestones.
- Analyze and resolve design review comments in a timely and thorough manner.
- Respond promptly and document resolutions to requests and requirements from other Groups.
- Coordinate design compliance with project scope, quality, budget, and schedule by integrating constructability and maintainability requirements across all departments.
- Liaise with external agencies to ensure compliance with codes, regulations, and government guidelines, and arrange for necessary permits and property requirements.
- Conduct design progress review meetings, including constructability and maintainability reviews at appropriate milestones.
- Initiate alternative analyses, engineering studies, and life cycle cost assessments to support cost-effective design and construction solutions.
- Prepare scope and construction review sign-off documents, and secure stakeholder approvals of scope and construction review design and contract specification by coordinating responses and corrective actions that arise from comments.
- Issue Work Plan Releases to authorize progressive work execution, including necessary changes.
- Review monthly progress reports with consultants and in-house engineering teams, and address any identified issues.
- Complete Consultant Performance Reviews to evaluate and document performance outcomes.
- Contract Document Preparation Responsibilities:
- Manage the preparation of construction Contract Documents.
- Supervise consultants as they develop technical specifications, drawings, and inputs for front-end commercial terms.
- Prepare and edit General Requirements (Division 1) for inclusion in the final Contract Documents.
- Tender Period Support and Contract Award Responsibilities:
- Respond to bidder questions and concerns during the tender period in consultation with the designer and the Procurement and Category Management (PCM) Department.
- Conduct site tours with the PCM Department and present the scope of contract work to potential bidders.
- Prepare, review, and approve addenda with the designer to ensure compliance and completeness.
- Perform technical analysis of bids and recommend contract awards based on evaluation results.
- Review reference checks conducted by the PCM Department and prior Contractor Performance Reviews (CPRs).
- Prepare Board Reports for senior management review and Board approval, and coordinate required inputs from departments such as PCM, Property, Planning, and Development.
- Construction Phase Engineering Support Responsibilities:
- Provide engineering support throughout the construction phase.
- Facilitate the issuance of the Notice to Proceed in collaboration with the construction management team.
- Conduct design handover meetings with the Construction Management team and other project personnel.
- Attend kick-off, progress, and technical meetings and contribute engineering input as needed.
- Review and approve engineering work plans for construction phase services to ensure alignment with scope, budget, and schedule.
- Initiate design-related contract changes and prepare documentation for work plan and design change authorization.
- Review contract changes for technical compliance and consult with the designer when appropriate.
- Provide guidance to the Construction Site Manager (CSM) on project and contractual matters.
- Maintain regular communication with the CSM regarding project matters that may affect construction activities.
- Resolve design contract claims and support the resolution of construction contract claims.
- Ensure contractors submit as-built documents and coordinate their review and completion by the designer.
- Capital Budget Submission Responsibilities:
- Identify and summarize client group requirements for each project in collaboration with relevant project teams.
- Prepare Project Summary Sheets and Justification Reports to support the Capital Budget submission.
- Perform other related duties as assigned.

HERE’S WHAT YOU’LL NEED:
Experience:
- Minimum of 8 years of experience in an Engineering area of specialty
Education:
- Bachelor’s degree in Engineering in a related area of specialty
Licenses OR Certifications:
- Holding recognized PEng. licensure in the province of practice
Skills and Competencies:
- Strong understanding of project management principles and practices, including conceptual planning and all phases of design
- Proficient in project management information systems and reporting as it relates to control of scope, scheduling, and cost
- Demonstrated experience in early project planning processes, including conceptualization and feasibility
- In-depth knowledge of construction techniques and practices, contract administration, and knowledge of the Construction Act, as related to transit facilities
- Knowledge of government regulations, legislation and standards, safety regulations and procedures applicable to the project
- Knowledge of environmental and safety regulations/commitment to sustainability and safety
- Demonstrated ability to manage and work with multi-disciplined teams, deal with complex issues, and maintain effective working relationships
Compensation at Accenture varies depending on a wide array of factors, which may include but are not limited to the specific office location, role, skill set, and level of experience. As required by local law, Accenture provides a reasonable range of compensation, based on full-time employment, for roles that may be hired as set forth below.
