Workforce Optimization Specialist
About the role
Unity Health Toronto is advancing an enterprise workforce management transformation to modernize how staffing is planned, scheduled, and deployed. This work includes implementation of a digital workforce management system alongside redesign of scheduling processes, policies, and operating models to support safe staffing, operational efficiency, and improved staff experience.
The Workforce Optimization Specialist designs, analyzes, and improves workforce scheduling practices using data-driven and technology-enabled approaches. The role focuses on optimization of schedules, development of master rotations, and application of analytics, automation, and advanced tools to support consistent, efficient, and scalable workforce practices across a complex healthcare environment.
Scheduling Optimization & Workforce Design
Designs and optimizes workforce schedules and master rotations aligned with staffing requirements, workload, and collective agreement constraints Applies structured methodologies to improve schedule quality, stability, and efficiency Evaluates current scheduling practices to identify inefficiencies, variability, and redesign opportunities Ensures schedules support safe staffing, service demand, and workforce sustainability Iteratively refines scheduling models based on performance data and stakeholder feedback
Workforce Analytics & Data Modelling
Partners with operational leaders, managers, and Labour Relations to understand scheduling requirements Develops data models representing workforce structures, schedules, and staffing requirements Analyzes workforce data (e.g., utilization, overtime, absenteeism, vacancies) to inform optimization decisions Uses quantitative methods to evaluate and compare scheduling scenarios Supports development of scheduling KPIs and performance metrics Translates analytical findings into practical workforce design improvements
Automation & Tool Development
Develops and applies automated tools and templates to streamline schedule design and evaluation (e.g., Excel-based models, low-code tools) Identifies opportunities to reduce manual effort and improve consistency through automation Builds reusable tools for schedule generation, validation, and reporting Leverages system capabilities to support scalable and efficient scheduling processes
Implementation & System Alignment
Ensures schedules and data structures align with workforce management system design and configuration Supports testing and validation of scheduling logic and system outputs Assists with preparation, quality assurance, and maintenance of scheduling data Works with technical teams to ensure seamless integration of schedules into system workflows
Performs cross functional and other duties as assigned and/or requested.
Qualifications
Must have completed an undergraduate degree in Engineering, Health Administration, Business or related, Master’s degree is preferred Two to Five (2-5) years of experience in Workforce management / scheduling / healthcare operations, Data analysis and modelling, Automation or technical tool development Strong analytical and problem-solving skills with ability to translate data into actionable insights Ability to design and optimize complex scheduling solutions Strong attention to detail and data accuracy Strong collaboration and communication skills to work with diverse stakeholders Ability to manage multiple priorities in a dynamic environment Interest in leveraging technology and data to improve workforce outcomes
