Position Summary
The Approaches to Community Wellbeing is a regional resource to 31 First Nations Communities. The Approaches to Community Wellbeing provides expertise, support, services, and programming in public health to the region. The program also supports communities in the development, implementation, and monitoring of their own Approaches to Community Wellbeing. The Safe Communities section of the model includes Environmental Concerns, Preventing Infectious Diseases, and Emergency Preparedness.
The Coordinator – Social Emergency, Safe Communities will be part of a coordinated response structure to support effective information gathering, communication, and collaboration. This will include planning, preparedness, response, and recovery efforts for a range of emergencies, with a particular focus on mental health crises, suicide clusters, substance use emergencies, and other social emergencies. The Coordinator will work collaboratively with SLFNHA departments, community leadership, and external partners to ensure culturally grounded, timely, and effective support for affected communities. Key responsibilities include coordinating multi-departmental responses, liaising with community and regional stakeholders, developing and maintaining emergency response plans, and supporting capacity-building initiatives to strengthen community resilience. This structure will model Incident Management Systems in the context of regional health and emergency management operations.
The Coordinator – Social Emergency, Safe Communities is directly responsible to the Manager - Safe Communities.
Qualifications
• Persons of First Nations ancestry will be given preference (OHRC, Part II, Special Employment)
• University degree in emergency management, mental health services, or a related field, or a combination of education/experience as deemed acceptable by SLFNHA.
• Minimum two years’ experience working in health services, incident management, crisis response, or emergency management, ideally within an Indigenous or northern health context.
• Certification in IMS 200 (minimum requirement), with a deep understanding of IMS protocols and standards (or able to attain)
• Ability to communicate in one of the First Nations dialects in the Sioux Lookout Zone is an asset.
• Strong written and verbal communication skills, with the ability to effectively communicate complex information to a range of audiences, including community members, stakeholders, and emergency response teams.
• Strong interpersonal skills and the ability to develop and maintain productive working relationships with diverse stakeholders.
• An understanding of the cultural, social, and health challenges faced by First Nations communities in the Sioux Lookout region is an asset.
• Proficiency in incident management systems and tools, with the ability to troubleshoot and support the integration of IMS in an organizational setting.
• Ability to work effectively in high-pressure situations and during regional emergencies, demonstrating flexibility and strong problem-solving skills.
• Ability to perform the requirements of the role on a regular basis
Roles & Responsibilities
• Assist in the coordination and implementation of IMS processes and standards within SLFNHA and affiliated communities, ensuring alignment with regional needs and objectives.
• Establish and foster strong connections with community members, external stakeholders, emergency management workers, and partner organizations to promote collaborative and effective use of IMS.
• Oversee the implementation and optimization of Incident Management Systems across various projects and initiatives.
• Serve as a subject matter expert on IMS, ensuring that all protocols are understood and adhered to by staff and partners.
• Provide guidance and support to stakeholders on IMS-related issues, including training and technical assistance as needed.
• Assist in the development, coordination, and implementation of programs related to IMS.
• Identify opportunities for improvement within existing incident management frameworks and recommend solutions.
• Collaborate with internal and external stakeholders to design and implement emergency response programs, integrating IMS best practices.
• Work closely with emergency management teams to facilitate information flow and resource coordination during regional crises or emergencies.
• Act as the primary point of contact between SLFNHA and external partners for all matters related to IMS. Ensure that all stakeholders are well-informed, and able to access the necessary information management tools and protocols.
• Provide guidance and training on IMS procedures to staff, partners, and community members, ensuring everyone understands and complies with relevant regulations and standards.
• Ensure compliance with regulatory requirements for IMS and support ongoing monitoring, evaluation, and reporting of IMS activities internally and to external partners.
• Address issues related to information sharing, system use, and cross-organizational collaboration, identifying and recommending solutions that enhance IMS efficiency and effectiveness.
• All other duties as assigned.
Working Conditions
• Travel to First Nations communities and other locations as required
• Preapproved overtime as required
• Environmental conditions that may impact community health and safety during emergencies
