Greenshield Health Digital Pharmacy is a fast growing, tech-driven, online pharmacy where innovation in patient-care comes first. With access to provincial e-health databases and new communication tools (PrescribeIT), Greenshield is redefining clinical pharmacy and becoming a key contributor in bringing hospital level of collaboration and care into the community setting. Using these tools, we are able to personalize doses to each individual and help combat medication overuse, while advancing improvement in chronic disease management and compliance. This may involve clinical suggestions to lower doses, switching to safer alternatives and even deprescribing.

Overview

Reporting to the Director, Medical Affairs and Health Systems Innovation, the Manager, Health Innovation and Evaluation will play a central role in advancing GreenShield’s strategic ambition as Canada’s leading payor-provider health organization with a focus on team-based care services enablement and evaluation leadership. This role will contribute to the organization’s ambition to strengthen clinical robustness, competitive alignment to globally leading models of integrated virtual care, and strategic impact specific to public sector and integrated care programs within GreenShield’s growing healthcare portfolio.

This role brings together applied health services evaluation and implementation science, health policy and program analysis, clinical service design, and enterprise oriented advisory capabilities. Together, these core functions will directly contribute to the design and refinement of new team-based models of integrated virtual care and service delivery in B2G, B2B, and D2C markets and support the Office of Medical Affairs and Health Systems Innovation in engagements across the enterprise (Insurance, Administration & Pharmacy, Health, Cares, Ventures).

As a central member of the Medical Affairs and Health Systems Innovation Team, the Manager, Health Innovation and Evaluation will actively support the Director to guide the organization in designing, implementing and evaluating performance against leading team-based care frameworks and benchmarks, identifying opportunities for improvement, and shaping the development of new models of care and evidence-informed, scalable healthcare services, products and programs. This role serves as the Medical Affairs and Health Systems Innovation office’s lead SME on evaluation and innovation strategy, ensuring that rigorous evaluation and real-world evidence -– within GreenShield’s internal teams and through our partnerships - inform our planning, programmatic, operational and executive decisions.

The Manager will collaborate with Health, Data, Product, Strategy and Cares and operational LOB teams to ensure that public sector and B2B business decisions are grounded in evidence, aligned with organizational objectives, and responsive to the needs of diverse internal and external stakeholders, including public sector partners and government counterparts. The manager will play an important role in communicating to diverse internal and external audiences including, in particular, sales and client-facing events.

Key Responsibilities

  • Evaluation Leadership, Implementation-Science and Evidence-Based Practice

  • Lead and advise on the design and execution of clinical, operational, and commercial evaluations for health programs, services, and products. Particular attention will be made on operationalization of team-based care evaluation frameworks and benchmarks.

  • Interpret outcomes and performance data to provide decision-ready insights for senior leadership, B2G partners and complex stakeholder partnerships.

  • Communicate and disseminate assessments internally and externally with diverse thought leadership and sales environments.

  • Produce evaluation reports and briefing materials used to inform program refinement, investment decisions, and partner discussions.

  • In partnership with the Product and Data teams, support the design, development of clinical parameters, validating and evaluations within Health Outcomes Reports with a central role in framing and reporting on team-based care services and models of care.

  • Health Innovation and Program Development

  • Translate evaluations and outcomes into clear, prioritized recommendations for program and service improvement.

  • Support the development of new models of team-based care, pilot initiatives, and public sector offerings, working alongside clinical and operational leaders.

  • Collaborating with Health and Admin/Pharmacy LOBs and Product teams, support clinically informed design of solutions with rigorously established problem-solution and product-market fit, with a priority on team-based care.

  • Contribute to innovation roadmaps that connect evaluation findings to program design, scaling decisions, and long-term strategy.

  • Collaborate with cross-functional teams across clinical operations, analytics, public sector, and partnerships to align evidence, strategy, and execution in team-based care and other models of delivery as they continue to evolve.

  • Provide structured analysis and recommendations to support complex, multi-stakeholder decisions.

  • Support sales and partnership teams with credible, evidence-based value narratives and materials.

  • Cultivate relationships with external partners, including public sector and health system stakeholders, to support collaborative program development.

Who We’re Looking For:

We are seeking a disciplined, analytically rigorous professional who combines strong judgment with the ability to operate credibly at the intersection of health policy, evidence, and service delivery.

  • Master’s degree in Business, Public Health, Health Administration, Health Policy, Health Economics, Epidemiology, or a related field.

  • 5–10 years of progressively senior experience in healthcare, health services delivery, evaluation, consulting, or a related public or private-sector environment, including roles

with increasing responsibility in strategic advisory, evaluation leadership, program design and complex stakeholder engagement.

  • Deep knowledge of the Canadian healthcare system, including public and private insurers, regulatory structures, and health policy environments.

  • Demonstrated ability to structure complex or ambiguous problems, develop clear evaluation frameworks, and guide evidence‑based decision‑making in real-world delivery or policy contexts.

  • Proven experience interpreting clinical outcomes and health data, and applying findings to program evaluation, service improvement, and product development.

  • Strong advisory capability, with experience providing concise, evidence‑based recommendations to senior leaders and influencing decisions without direct authority.

  • Experience leading multifaceted initiatives involving program design, service innovation, or clinical services management.

  • Advanced analytical and problem‑solving skills, with sound judgment in identifying risks, opportunities, and operational implications.

  • Exceptional communication skills, including the ability to translate complex clinical or analytic material into clear briefings for technical and non‑technical audiences, including executive and public sector audiences.

  • Strong leadership and collaboration abilities, including experience working across departments and managing or guiding cross‑functional project teams or workstreams.

  • Professional proficiency in English, with French considered a strong asset.
