Job Summary

Reporting to the Supervisor, Quality and Accountability, the Early Years and Child Care Project Manager will collaborate with early years and child care operators, community partners, and internal teams to meet strategic objectives and investment commitments through continuous quality improvement processes, funding guidelines, accountability processes and alignment with system priorities.

Duties & Responsibilities

Project Management:

  • Apply project management best practices to plan, implement, and oversee continuous quality improvement processes for early years and child care program and service providers.
  • Monitor early years and child care providers’ and partners’ progress and action plans, identifying risks and implementing mitigation strategies as necessary.
  • Support the implementation of the Quality System Framework and other system-wide initiatives to support quality, workforce, recognition, capacity-building and professional learning.
  • Support communication to the sector and broader public through channels such as memos, Halton.ca and social media channels, ensuring alignment with divisional, regional and provincial standards
  • Support the development of best practices and drives process improvements to enhance service delivery and operational efficiency.

Collaboration:

  • Work in collaboration with internal and external partners on a variety of projects to support and enhance the quality of early years and child care programs and services in Halton.
  • Oversee service providers with service agreements to deliver a variety of child care programs, such as licensed center-based child care, school-age child care, licensed home child care, EarlyON Child and Family Centres, and professional learning services.
  • Provide guidance and support to service providers to ensure they meet quality standards and compliance requirements and are aligned with system priorities.
  • Work closely with internal team to establish and implement standard operating procedures and ensure consistency across early years and child care services

Duties and Responsibilities Continued

Reporting and Documentation:

  • Review data and research to provide insights that inform service delivery, strategic planning, and continuous improvement for early years and child care service providers.

  • Inform and review research on the early years and child care sector to support policy, decision-making and program enhancements for service providers.

  • Prepare documentation, including reports, briefing notes, presentations, and other materials for diverse audiences, such as senior leadership, stakeholders, and service providers.

Subject Matter Expertise:

  • Demonstrate a deep understanding of early years and child care program operations, pedagogy, and relevant legislation at the local and provincial level, including the Child Care Service Management Agreement (CCMSA) and Child Care and Early Years Act (CCEYA, 2014), Canada-Wide Early Learning and Child Care (CWELCC).
  • Stay current on emerging trends, research, resources, and policy changes in early years and child care, offering expert advice and recommendations on sector priorities and initiatives.

Conflict Resolution and Issue Management:

  • Manage and resolves conflicts using active listening and de-escalation techniques and works collaboratively with stakeholders to identify mutually acceptable solutions.
  • When necessary, escalate issues to the appropriate individual or specialized teams, following established protocols and ensuring timely and effective resolution.

Skills & Qualifications

  • Degree in Early Childhood Studies, Human Services, Public Policy, Social Science, Public Administration or a related discipline
  • Three (3) to five (5) of experience in early learning in childcare or social services.
  • In-depth knowledge of quality early learning and child care, combined with expertise in leadership, adult learning principles, organizational development, program evaluation, and continuous quality improvement.
  • Strong written and oral communication, and analytical skills
  • Excellent organizational skills and ability to manage projects and competing priorities
  • Ability to work independently and collaboratively with others
  • Demonstrated knowledge, experience and skills in project management
  • Computer proficiency in the current Microsoft Office Suite of products including Outlook, Word, Excel and PowerPoint.
  • A combination of relevant experience and equivalent education will also be considered

Working/ Employment Conditions

Working Conditions

  • Travel will be required between locations within Halton Region. Incumbent must supply own transportation. The work location for this position will be hybrid.

  • Standard hours of work are Monday to Friday, between the hours of 8:30am - 4:30pm.

  • Flexibility in working hours may be required.
