Project Control Specialist
About the role
Title: Project Controls Specialist (Intermediate) Location: North York, Ontario Work Mode: Hybrid (Minimum 2 days per week in-office or on-site; remainder remote, subject to manager approval) Employment Type: Contract – 1 Year (with potential extension up to an additional 2 years in 1-year increments) Overview: Our client is seeking an Intermediate Project Controls Specialist to support a major capital projects portfolio within a Project Controls environment. Reporting to the Manager, Project Controls, the successful candidate will provide cost control expertise throughout the project lifecycle, including budget management, forecasting, reporting, change management, and cost analysis. This role is ideal for a project controls professional with experience in engineering, construction, infrastructure, or major capital projects environments who can effectively manage project costs, financial reporting, and forecasting activities while supporting project teams and stakeholders. Responsibilities: Review project documentation and assign appropriate project cost codes. Develop and maintain project cost baselines through mapping of Control Accounts, Work Breakdown Structures (WBS), and Cost Breakdown Structures (CBS). Maintain integrated breakdown structures to support accurate project cost reporting. Assign project cost codes to contract line items and allocate commitment values. Review project contingencies and calculate/implement contingency drawdowns. Collaborate with project schedulers to develop time-phased cost data and cost curves. Review and analyze project expenditures, commitments, invoices, and resource costs. Ensure baseline, forecast, commitment, and incurred costs are accurately captured, validated, and reported. Assess project and contract changes to identify cost and schedule impacts. Initiate change notices and update Estimate at Completion (EAC) and Forecast at Completion (FAC). Support change-driven forecasting and project cost control processes. Contribute to capital budgeting activities for major projects. Prepare project dashboards, cost reports, forecasts, and variance analyses. Maintain project documentation and historical records. Provide project controls expertise and guidance to project teams and stakeholders. Support a respectful, diverse, inclusive, and accessible work environment. Qualifications: 5–8 years of experience in Project Controls and Cost Management. Post-secondary diploma or university degree in Engineering (Civil, Mechanical, Electrical), Business, Data Analytics, or a related discipline. Equivalent combination of education, training, and relevant experience will also be considered. Strong understanding of project lifecycle management and integration across project functions. Experience working in engineering, construction, infrastructure, or project management environments. Strong analytical, organizational, and problem-solving skills. Excellent communication, presentation, and stakeholder management abilities. Proven ability to manage multiple priorities and support ad-hoc requests. Technical Expertise: Project Cost Management and Cost Control Budget Planning and Forecasting Estimate at Completion (EAC) and Forecast at Completion (FAC) Work Breakdown Structure (WBS) and Cost Breakdown Structure (CBS) Change Management and Cost Impact Analysis Capital Budgeting and Financial Reporting Project Dashboard Development and Variance Analysis Cost Coding Structures and Forecasting Processes Project Schedule and Cash Flow Alignment Accounting, Budgeting, and Cost Control Principles Financial Systems and Cost Analysis Tools Microsoft Excel (Pivot Tables, VLOOKUP, Charts) Nice-to-Have Skills: Experience with major infrastructure, transit, engineering, or construction projects. Experience with project controls software, including: Contruent Enterprise (formerly ARES PRISM) Octave Sequence (formerly EcoSys) Oracle Primavera Unifier Deltek Cobra Ability to serve as a subject matter expert and provide project controls recommendations. Experience supporting capital planning and budgeting initiatives. Advanced reporting and financial analytics capabilities. Certifications: Project Management Professional (PMP) – Preferred Association for the Advancement of Cost Engineering (AACE) Professional Certification – Preferred
