The Opportunity

Reporting to the Manager of Planning & Development, the Long-Range Planner contributes to a wide range of initiatives in support of sustainable growth and development in Wetaskiwin. This role assists with matters related to the City’s statutory plans and Land Use Bylaw, including new plans, amendments, applications, and information requests. This role also leads the approval process for subdivision applications and may contribute to policy planning and other City planning initiatives as appropriate.

Responsibilities

Long Range Planning

  • Work with colleagues, consultants, and applicants to draft, review, and implement plans including the Municipal Development Plan (MDP), Intermunicipal Development Plan (IDP), Area Structure Plans (ASPs), Land Use Bylaw (LUB), etc.
  • Assist with the development of new policy plans, guidelines, and long-range planning initiatives as they arise, such as annexations, joint use agreements, growth projections, urban streetscape design, and redevelopment opportunities.
  • Lead short-term planning and policy projects; assist with project management and consultant liaison for longer and more complex projects as appropriate.
  • Prepare public engagement materials and assist with the development of engagement strategies.
  • Process applications for statutory plan and LUB amendments, liaise with applicants and affected departments, prepare statutory notices and advertisements, and conduct research as required.
  • Prepare and present recommendations and reports to Council consistent with the City’s planning framework and best practices.
  • Other duties as assigned.

Current Planning (Subdivision and Development)

  • Process subdivision applications, liaise with applicants and affected departments, conduct research as required, and prepare recommendations for the Subdivision Authority consistent with the City’s statutory plans and LUB.
  • Assist with the preparation of Development Agreements.
  • Assist with reviewing development applications for alignment with the plans and policies approved by Council.
  • Other duties as assigned.

Education, Qualifications and Work Experience

  • Postsecondary degree in land use planning or related discipline.
  • Membership or eligibility for membership with the Alberta Professional Planners Institute (APPI) and the Canadian Institute of Planners (CIP).
  • International Association for Public Participation (IAP2) or other public engagement training is considered an asset.
  • Practical knowledge and understanding of the Municipal Government Act, Land Use Bylaws and other relevant municipal plans, provincial policies, and federal regulations.
  • 2 years’ experience in a public- or private-sector planning environment, or equivalent related experience.
  • Project management experience is considered an asset.
  • Valid class 5 driver’s license.

Knowledge, Skills, and Abilities

  • Well-developed research, analytical, and organizational skills.
  • Ability to work in a fast-paced environment.
  • Working knowledge of applicable federal, provincial, and municipal legislation, including but not limited to the Municipal Government Act, Subdivision and Development Appeal Boards, etc.
  • Working knowledge of urban and rural planning and development principles and practices.
  • Proficiency with Microsoft Office and standard desktop publishing applications.
  • Ability to maintain a high degree of confidentiality and professionalism in public relations.
  • Ability to prepare technical reports through research and data compilation.
  • Ability to make verbal presentations to governing bodies, decision making boards/commissions, and public sessions.
  • Excellent written and verbal skills.
  • Ability to take initiative and work with little supervision as part of a team.

  • Environmental Adaptability- Work outdoors in all weather conditions and navigate diverse terrain (field and office).
  • Physical Stamina- Stand for extended periods on various surfaces and lift up to 50 lbs.
  • Compliance- Properly use all required Personal Protective Equipment (PPE).
