About the role

The Toronto Region Immigrant Employment Council (TRIEC) helps employers fully leverage the skills and talents of immigrants in the workforce. We build solutions to connect employers with immigrant talent and develop inclusive workplace practices through partnerships, training, mentorship, and research. Together with leaders and organizations, we’re building a GTA where immigrant professionals can contribute to their fullest potential.

Background

Canada’s healthcare sector faces persistent shortages of qualified professionals, while thousands of internationally educated healthcare professionals (IEHPs) remain underemployed or unable to fully practice in their fields. Effective mentorship is a critical bridge to accelerate their professional integration, enhance their career readiness, and strengthen Canada’s healthcare workforce.

However, healthcare practitioners often face competing demands and limited time to volunteer as mentors. Recruiting them requires both creativity and a deep understanding of IEHP needs and healthcare mentors’ motivations.

This new role will strengthen TRIEC’s capacity to engage healthcare mentors and better support IEHPs across the Greater Toronto Region.

Role Summary

The Program Manager, Healthcare Pathways & Mentor Recruitment is a strategic member of the TRIEC Mentoring Partnership (TMP) team. This role leads mentor recruitment and engagement efforts in healthcare, while piloting innovative program formats tailored to IEHPs.

We are seeking a strategic and innovative Program Manager to tackle one of our most critical and rewarding challenges: building a robust community of volunteer mentors within Canada's healthcare sector. This role will help IEHPs find mentors who can support them to secure meaningful jobs in allied and alternative, non-licensed healthcare fields including healthcare administration, public health, community health education, clinical research, pharmacy retail, pharmaceutical industry, clinic management.

You will lead both institutional partnership development and individual mentor recruitment efforts, while designing and piloting innovative mentoring models (e.g., group mentoring, flash mentoring, digital mentoring) that better serve IEHPs and expand TRIEC’s partnerships in this critical sector.

This is a full-time 1-year contract position with possibility of extension that reports to the Senior Manager, TRIEC Mentoring Partnership program, and works in collaboration with TMP Manager Employer Partner Relations and our Employer and Community Relations team.

Hybrid Work Arrangements: This role will be part of a hybrid work arrangement , working 2 days per week (Wednesdays and Thursdays) in the office and 3 days remotely from home.

Compensation: $65,000-$70,000 per year, plus employer-paid benefits package.

Key Responsibilities

1.     Mentor Recruitment & Engagement (Primary Focus)

  • Develop and execute a comprehensive mentor recruitment strategy for healthcare professionals in allied/alternative pathways.
  • Build and manage a strong, sustainable mentor pipeline to meet demand from IEHPs.
  • Lead a dual-stream approach:

o   Employer/Institutional Partners: Conduct market scans, build partnerships with healthcare institutions, hospitals, associations, and professional bodies to secure groups of mentors.

o   Individual Mentors: Work collaboratively with Communications to develop outreach campaigns using grassroots and digital strategies (LinkedIn, WhatsApp groups, Reddit, sector events, content marketing) to attract individual mentors.

  • Deliver persuasive presentations and one-on-one outreach to address barriers and demonstrate the value of mentoring IEHPs.
  • Act as the primary point of contact for healthcare mentors, supporting and recognizing their contributions.

2.     Program Development & Innovation

  • Design, pilot, and evaluate new mentoring models (group, flash, and digital mentoring).
  • Refine program approaches using data, participant feedback, employment outcomes and emerging best practices.
  • Develop marketing and outreach materials that resonate with healthcare professionals’ motivations and availability.

3.     Stakeholder Engagement

  • Build relationships with hospitals, healthcare organizations, professional associations, and educational institutions.
  • Represent TRIEC at sector events, panels, and forums to build visibility.
  • Collaborate with employers and hiring managers to explore structured mentoring or work placement opportunities for IEHPs.

4.     Funding & Resource Development

  • Identify funding opportunities to expand the IEHP mentoring program.
  • Support proposal development and grant applications with TRIEC leadership.

5.     Evaluation & Reporting

  • Track mentor recruitment, participation, and IEHP employment outcomes.
  • Analyze trends and share insights to improve programming and inform TRIEC’s broader mentoring strategy.

6.     Collaboration & Support

  • Work closely with the Program Coordinator, Employer Partnerships & Workforce Integration to screen, onboard, and train new volunteer mentors
  • Collaborate with the TMP Learning Manager in organizing orientation sessions, workplace visits, and networking events
  • Participate in TRIEC staff and TMP team meetings
  • Represent the organization at external events and online forums as needed

Education, Skills, and Experience

Required:

  • Post-secondary degree or diploma in healthcare, social sciences or related field (or equivalent combination of experience and knowledge).
  • Minimum 3 - 4 years’ professional experience in the Canadian healthcare sector, with a solid understanding of its structure and labour market dynamics.
  • Knowledge and experience in healthcare areas such as healthcare administration, public health, community health education, clinical research, pharmacy, pharmaceuticals, or clinic management.
  • Knowledge of the challenges IEHPs face in entering the Canadian labour market.
  • Demonstrated success in building and managing pipeline, business development.
  • Strong stakeholder engagement and relationship-building skills.
  • Excellent communication and presentation skills; ability to engage diverse audiences.
  • Strong organizational and project management skills, with the ability to manage multiple priorities and deadlines effectively.
  • Self-starter with resourcefulness and creativity in finding solutions, able to work independently and move initiatives forward.
  • Some familiarity with digital marketing and outreach strategies
  • Proficiency in MS Office; experience with Salesforce or other CRM systems.
  • Experience with data analysis and reporting.

Desirable

  • Prior experience in the nonprofit sector.
  • Understanding of diversity, equity, and inclusion issues.
  • Experience working with newcomers and diverse communities.
  • Knowledge of employer hiring processes and job development
