What You'll Do
Reporting to the Lead Estimator - Western Canada, the Project Estimator plays a key role in the preparation of complete EPC (Engineering, Procurement, and Construction) proposals for high-voltage electrical, renewables, and utility projects. This position is responsible for evaluating RFP packages to determine scope, constructability, and proposal requirements, ensuring a compliant and competitive submission. Working closely with preconstruction team members—including estimating, engineering, procurement, and project controls—the Project Estimator leads the development of detailed cost estimates and supporting documentation. The role is critical in identifying value engineering opportunities and supporting the transition from estimate to execution through structured hand-offs and project lifecycle collaboration.
Key Responsibilities
The responsibilities include, but may not be limited to:

Evaluate RFP packages to understand scope, schedule, deliverables, and commercial requirements for assigned estimates.

Prepare detailed EPC cost estimates for transmission, distribution, substation, generation, and industrial electrical projects.

Support the development of complete proposal submissions, ensuring compliance with client requirements and internal standards.

Collaborate with preconstruction team members and cross-functional stakeholders to develop scope, pricing, execution plans, and schedules.

Coordinate and attend site visits to gather field-level data and assess constructability.

Prepare or assist in the preparation of supporting proposal documents, including:

Project Execution Plan
-
Cost Estimate
-
Project Schedule (MS Project or Primavera)

Environmental, Safety, Quality, and ITP Plans
-
Risk Register, Assumptions, and Clarifications
-
Optional Pricing and Alternate Proposals

Executive Summary
-
Support the engagement of subcontractors and vendors to secure pricing and confirm scope alignment.
-
Review client commercial terms and coordinate with internal stakeholders for risk assessment and compliance documentation.
-
Maintain a record of all estimate basis throughout the development of a proposal.
-
Facilitate internal estimate review meetings at various stages of the estimate.
-
Conduct final bid submission reviews with the appropriate internal signing authorities.
-
Conduct formal estimate hand-off meetings with the Project Management team after contract award.
-
Assist with the preparation and submission of change orders and scope adjustments.
-
Participate in project close-out and post-mortem reviews to support continuous improvement.
-
Support the use of CRM systems to track proposal status, client interactions, and business development metrics.

Submit accurate and timely administrative documentation, including daily timesheets.
-
Support continuous improvement efforts within the estimating process and proposal quality.

As a condition of employment, candidates will be required to complete pre-employment screening including professional reference checks and a criminal record check.
Requirements
What We're Looking For
-
Post-secondary education in Electrical Engineering, Construction Management, or a related field is preferred, or certification as a Journeyperson Electrician or Power Systems Electrician considered a strong asset.

Minimum of 3 years of experience in electrical estimating, preferably within the electric utility or EPC (Engineering, Procurement, and Construction) sectors.
-
Experience with renewable, distribution, and substation projects considered an asset.
-
Proficient in interpreting engineering drawings, technical specifications, and construction documents.
-
Strong knowledge of construction methods, materials, and labor productivity.
-
Experience using estimating software such as Hard Dollar (or equivalent).
-
Experience with digital take-off tools such as Bluebeam.
-
Ability to develop project schedules using Microsoft Project and/or Primavera.
-
Proficiency in Microsoft Office Suite (Excel, Word, Outlook, PowerPoint).
-
Proficiency with document management software such as SharePoint.
-
Strong interpersonal and communication skills with the ability to work collaboratively across engineering, procurement, construction, and project management functions.

Proven ability to coordinate with subcontractors, vendors, and internal stakeholders.

Able to clearly articulate estimate assumptions, risk considerations, and commercial impacts to both technical and non-technical audiences.

Highly organized and detail-oriented, with the ability to manage multiple priorities and meet tight deadlines.

Self-driven, proactive, and capable of working independently while also functioning as part of a larger team.

What You'll Do
