Position Summary:

Reporting to the Financial Controller, the Financial Analyst is responsible for assisting with all analysis for: budget maintenance, union costing, staffing changes, accountability comparisons, and any other operational needs including updating the financial information systems to increase the efficiency of such reporting. The financial analyst will compile information for, and assist with completing, the Management Variance Analysis (“MVA”) for the audit and finance committee and the Financial Information Reporting Management System (“FIRMS”) reporting to Alberta Health.

Primary Role and Responsibility:

  1. Financial Analysis and Management Reporting (60%)

i. Compiles monthly, quarterly and annual financial and statistical analysis for Management, Audit and Finance Committee, Board of Directors, Alberta Health Services and any other internal or external stakeholders as determined by the Financial Controller and the Director of Finance

ii. Creates reports that are timely, relevant and understandable to key users. Reporting includes monthly snapshot, Stewardship Accountability presentations, drug funding reconciliations, accommodation surveys and other ad-hoc reports as determined by Financial Controller and/or Director, Finance

iii. Analyzes variances in reporting and investigates underlying reason for variances as directed. Identifies risks related to budget and provides recommendations for cost savings and improved financial performance

iv. Compiles FIRMS reports for review and approval and assesses accountabilities to determine compliance

v. Provides recommendations for increased efficiency for reporting and processes

vi. Assists in developing education and training tools on management reporting

  1. Budget Preparation and Maintenance (20%)

i. Prepares budget templates and tools under direction of Financial Controller

ii. Monitors, completes tasks and meets deadlines in the budget calendar and work plan

iii. Ensures budget is up-to-date and accurate at all times

iv. Trends budget and uploads approved templates into Dynamics and reconciles to approved plan

v. Generates Management Reporter reports for budget analysis and compiles support for variance analysis from the business leaders of the relevant portfolios

vi. Identifies budget adjustments for analysis to the Financial Controller and Director, Finance. Ensures audit trail for adjustments are maintained

vii. Compiles and reports financial and statistical forecasting for reporting and identifies budget pressures for further analysis and recommendations to the Financial Controller and Director, Finance

  1. Other Projects – Business Support/Reporting/Financial Systems (20%) Assists Financial Controller and Director Finance with other projects such as but not limited to:

i. Financial Analysis for new initiatives or project costing as requested

ii. Development of financial models for analysis of new projects and initiatives including compiling financial and other information for analysis

iii. Conduct benchmarking on past, future and comparative performance of programs and sites

iv. Implementation of new or upgrades to information systems

v. Financial systems improvement

vi. Membership of project teams to identify issues and recommend solutions related to financial impact

vii. Assist with project reporting and grant applications

Qualifications:
1. Formal Education:
i. Post secondary Accounting diploma or degree (Commerce/Business) required

ii. Enrollment towards an accredited accounting designation (CPA) is preferred

2. Experience:
i. Minimum 2-3 years in accounting setting required with experience budgeting and financial analysis

ii. Experience in account reconciliation required

iii. Experience in year-end audit file preparation desired

iv. Experience in medium to large not-for profit environment desired

v. Experience in health care sector desired

  1. Special Knowledge/ Other Relevant Skills

i. Thorough working knowledge of computer software applications including Microsoft Office (Word, Excel and Outlook) required. A willingness and ability to acquire additional software skills as required

ii. Proven knowledge of financial forecasting and diagnosis, corporate finance and information analysis and supported recommendations to management for approval

iii. Ability to handle inquiries and assignments with a high level of professionalism and confidentiality required

iv. Excellent interpersonal and written/verbal communication skills required

v. Strong account reconciliation and analysis skills required

vi. Working within a team–oriented approach to tasks, and ability to respond and communicate with all levels of staff required

vii. Ability to distinguish independent decisions from decisions that should be referred upward is essential

viii. Knowledge of Microsoft Dynamics Great Plains financial system and Management Reporter desired

ix. Ability to function in an environment of complexity and change, to work under pressure to meet tight deadlines and ability to manage several priorities at once
