Main Function: Reporting to the Manager, Purchasing/Chief Procurement Officer, this position serves as a Procurement Business Partner, working collaboratively with business units to plan, manage, and oversee the full procurement and contract lifecycle. The role leads strategic sourcing and category management activities, provides functional and supervisory direction, and ensures procurement processes deliver best value, efficiency, compliance, and strong stakeholder and supplier relationships.

Objectives:

  • Act as a Procurement Business Partner by collaborating with business units and other stakeholders to plan and manage the full procurement lifecycle, oversee contract and supplier performance, support continuous improvement, and ensure procurement practices are transparent, compliant, and aligned with corporate policies and legislation.
  • Lead strategic sourcing, category management, and procurement planning activities by conducting market and spend analysis, developing sourcing strategies, and manage competitive and non-competitive procurements to achieve best value, ensure compliance, and support the city’s financial and operational priorities.
  • Provide effective day-to-day supervision to ensure smooth operations, timely and accurate work completion, and consistent service standards, while fostering employee engagement and supporting performance, development, and well-being through clear direction feedback, and a respectful work environment.

Duties:

Procurement Business Partner

  • Provide strategic procurement and contract advisory services to assigned business units, including planning, policy guidance, risk management, spend analysis, and multi-year procurement forecasting.
  • Partner with Finance to align and maintain multi-year, annual, and quarterly procurement plans in support of approved budgets, funding sources, and evolving organizational priorities.

Strategic Sourcing and Category Management

  • Develop and execute sourcing strategies for assigned categories and complex, high-value procurement requirements, informed by market, supplier, risk, and spend analysis.
  • Lead competitive and non-competitive procurement processes, including RFx development, evaluation, award recommendations, approvals, debriefings, and contract drafting and negotiation, ensuring compliance with procurement policies and legal requirements.
  • Collaborate with internal and cross-functional stakeholders to define procurement and contract requirements, evaluation methods, and outcomes aligned with operational and corporate objectives.
  • Apply value-analysis methodologies (e.g., total cost of ownership, life-cycle costing, benchmarking) to support value-based decision-making and identify cost-reduction and process-improvement opportunities.
  • Manage assigned spend categories to leverage scale, optimize value, and strengthen supplier performance and relationships.
  • Develop and maintain multi-year category strategies and roadmaps informed by demand forecasts, market trends, and innovation opportunities.
  • Lead market intelligence activities, including monitoring pricing, commodity trends, supply-chain risks, and supplier developments, and provide insights and briefings to stakeholders.
  • Use analytics and performance measures to monitor spend, supplier performance, and category outcomes, supporting continuous improvement and evidence-based decision-making.

Contract and Supplier Management

  • Oversee contract and supplier management, including amendments, compliance, performance management, disputes, and contract close-out, including assessing supplier non-performance and contract default risks.
  • Collaborate with the CPO, Legal Services, Risk Management, Health and Safety, and key stakeholders to resolve complex or high-risk contract and supplier issues, analyze performance data, and make recommendations on corrective actions, remedies, or contract termination where warranted.

Other

  • Participate fully in human resource management activities such as hiring, training, performance evaluation, discipline, promotion, and discharge; act as the management representative at the first stage of the grievance process.
  • Prepares confidential reports, analysis, and recommendations related to labour relations, employee relations matters, and organizational change initiatives.
  • Promote procurement best practices through training, guidance, and change-management activities.
  • Assist in the development and implementation of procurement policies, procedures, templates, and supporting information technology systems.
  • Participate in committees, special projects, and reporting, as required.
  • Maintain current, comprehensive knowledge of CGS procurement policies and related corporate policies, as well as public procurement legislation, trade agreements, regulations, and municipal-relevant commercial and contract law.
  • Develop and maintain a thorough working knowledge of all CGS’s Health and Safety policy and the applicable provincial legislation listed therein.
  • Perform other related duties as assigned.

Qualifications:

Education and Training

  • Post-secondary diploma in Business, Supply Chain, Procurement, or related field from a recognized post-secondary institution with Canadian accreditation.
  • Certified Professional Public Buyer (CPPB), Certified Public Procurement Officer (CPPO) or Certified Supply Chain Management Professional (CSCMP).
  • Additional education initiatives to update and expand competencies.

Experience

  • Seven (7) plus years of experience in procurement, strategic sourcing, and category management, preferably in the public sector.
  • Municipal experience considered an asset.
  • Supervisory experience considered an asset.

Knowledge Of

  • Public procurement legislation, trade agreements, regulations, and commercial/contract law relevant to municipal operations.
  • Best practices and modern principles in government procurement, strategic sourcing, category management, contract management, and continuous improvement.
  • Business processes, financial information systems, and procurement/administrative tools (e.g., PeopleSoft, bids and tenders, Microsoft 365).

Abilities

  • Strong analytical, strategic thinking, problem-solving, financial evaluation, negotiation, and communication skills.
  • Demonstrated ability to exercise sound judgment, manage procurement-related risk, and respond effectively to changing priorities in complex environments.
  • Proven ability to build strong, collaborative relationships, mediate conflict, and work effectively across functions and business units.
  • Demonstrated leadership capability, including coaching and supporting staff, fostering team effectiveness, and managing competing priorities.

Language

  • Excellent use of English; verbally and in writing.
  • French verbal skills highly desirable; written skills an asset.

Other Requirements

  • Must be physically capable of operating a vehicle safely, possess a valid Class G driver’s license, have an acceptable driving record.

This job is also being posted as a development opportunity. Should there be no fully qualified candidate for this position, a candidate who can be expected to meet the required qualifications within a reasonable period of time may be considered for this position as a development opportunity.

Development opportunity range of pay: $3,714.20 to $4,371.50 bi-weekly. The successful candidate will be paid at the reduced range until the minimum qualifications have been met.
