About the role
Reporting to the Coordinator, Compliance & Communication, the Compliance Specialist is responsible for enforcement and compliance activities, business supports and quality assurance review processes supporting the Winnipeg Parking By-law, the Winter Parking Ban By-law, the Fire Prevention By-law, the Streets By-law and Private Parking By-law. This position supports the daily operations of Enforcement and Quality Assurance, including the review and approval process for selective enforcement requests, special permits and temporary lifting of restriction orders. The Compliance Specialist manages the legislative requirements for the WPA’s ALPR mailout program for parking penalty notices and other penalty notices issued by all City departments under the Municipal By-Law Enforcement Act (MBEA), by understanding relevant regulations, identifying and ensuring adherence to specific obligations, creating and refining procedures to meet those obligations, and updating processes to account for new and changing legislation.
This position also is responsible for the WPA’s asset inventory and servicing operations for fleet vehicles and hardware, in coordination with the Winnipeg Fleet Management Agency (WFMA), compiling reports and providing updates to senior management, responding to public inquiries, and has significant independence in the interpretation and application of municipal by-laws, provincial acts and other regulations that are governed and enforced by the WPA.
As the Compliance Specialist**, you will:**
- Be responsible for the administration of the City’s MBEA penalty notices and the WPA’s Automated License Plate Recognition (ALPR) parking penalty notice program.
- Review, approve and issue written orders exempting vehicles from applicable traffic and parking restrictions.
- Issue Penalty Notices under the Municipal By-law Enforcement Act (MBEA) and tickets under the Provincial Offences Act (POA) for enforcement of the Winnipeg Zoning By-law, Streets By-law, Private Parking By-law, and other applicable by-laws.
- Develop, implement and maintain asset inventory and service operations for the WPA’s fleet and related hardware, in support of the Capital ALPR Program. Support the Coordinator, Compliance & Communication in the preparation and continuous monitoring of work plans.
Your education and qualifications include:

Degree, Certificate or Diploma in Business or Public Administration, Politic or an equivalent combination of education, training, and experience.

Two years of experience in enforcement, justice or related field which includes knowledge of the powers and authority granted to special constables, relevant bylaws, regulations, policies, and protocols related to the role with the ability to interpret and effectively communicate this information.

One year of experience in asset management, fleet management, investment planning or a related area.

Experience in applying service management principles and financial management techniques.
-
Experience negotiating and influencing in order to impact decisions, solve problems, and advance opportunities, and ensuring contract requirements and agreements are adhered to and followed with internal and external vendors.

Experience interpreting, applying and enforcing Provincial legislation including the Highway Traffic Act, City of Winnipeg Charter Act, Municipal By-law enforcement Act, Freedom of Information and Protection of Privacy Act, the Provincial Offences Act and other municipal bylaws.

Experience with parking management software, fleet management software, and other data management systems for the purposes of completing work tasks, analyzing and interpreting large sets of information, identifying trends and monitoring performance in support of business decision making.

Experience with Microsoft Office programs (Word, Excel, Outlook).

Knowledge of fleet management practices, including vehicle systems, maintenance schedules, hardware installation procedures and associated safety standards.

Excellent analytical, problem solving and decision making skills with the ability to work independently.

Good interpersonal skills, with the ability to develop and maintain effective working relationships.

Strong organizational and time management skills, with the ability to manage multiple tasks and deadlines.

Excellent verbal and written communication skills to effectively communicate with all levels of staff, stakeholders and the general public.
