This job is classified at the EXE2 level with a salary range of $152,593 - $192,232. The Information and Privacy Commissioner of Ontario (IPC) is an independent administrative tribunal that oversees and enforces Ontario's access to information and privacy legislation, including the Freedom of Information and Protection of Privacy Act (FIPPA), the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), the Personal Health Information Protection Act (PHIPA), and the Child, Youth and Family Services Act (CYFSA). Through its oversight, adjudication, and advisory functions, the IPC plays a critical role in promoting transparency, accountability, and the protection of privacy rights for Ontarians.

As a modern, knowledge-driven organization, the IPC relies on secure, resilient, and innovative information technology and information management practices to support its mandate. Technology enables the IPC's case management, investigative, policy, research, and corporate functions, while strong information governance ensures the integrity, confidentiality, and availability of sensitive information.

The IPC is seeking an experienced, forward-thinking leader to serve as Head, Information Technology and Information Management (IT/IM). Reporting directly to the Chief Operating Officer, this executive position provides strategic leadership and operational oversight for the organization's IT and information management functions. The role is responsible for shaping and delivering the IPC's digital vision, ensuring strong cybersecurity and business continuity, and driving technology-enabled innovation that supports organizational priorities and public trust.

About The Job What can I expect to do in this role? As the Head, Information Technology and Information Management , you will:

  • Provide executive leadership and strategic direction for the IPC's IT and information management programs, systems, and services.
  • Lead the development and implementation of the IPC's digital and IT/IM roadmap, including multi-year strategic and operational plans.
  • Oversee IT operations, systems maintenance, infrastructure, application development, and end-user support across the organization.
  • Champion technology-enabled innovation and operational excellence while ensuring service standards, timelines, and performance expectations are met.
  • Manage and mentor a multidisciplinary team of IT professionals, IM specialists, developers, and data analysts.
  • Serve as a member of the Senior Management Committee, championing corporate strategic planning and cross-divisional initiatives.
  • Act as the primary liaison with external IT vendors and partners, managing contracts, service level agreements, and major IT projects.
  • Advise senior leadership on emerging technologies, strategic investments, system architecture, and financial implications of IT initiatives.
  • Communicate complex technical concepts clearly and in plain language to technical and non-technical audiences across the organization.

Education And Experience What you bring to the team

  • A university degree and/or post-diploma education in computer science, information systems, information management, or a related field, or an equivalent combination of education and experience.
  • A minimum of eight to ten (8–10) years of progressive leadership experience managing IT/IM teams, complex technology environments, and large-scale IT initiatives.
  • Demonstrated experience leading enterprise IT planning, digital transformation, and organizational change initiatives.

Knowledge Requirements

  • Advanced knowledge of IT infrastructure, networking, operating systems, and cloud architecture, including cybersecurity tools and practices (e.g., VPNs, firewalls, encryption).
  • Strong understanding of information and records management, data governance, retention schedules, and information security classification frameworks.
  • Knowledge of privacy, access to information, and data protection considerations in technology design and implementation.
  • Experience with cybersecurity incident response, threat risk assessments, vulnerability management, and business continuity planning.
  • Awareness of current and emerging technologies and their impact on access, privacy, and public sector service delivery.

Skills And Abilities

  • Exceptional leadership, people management, and coaching skills with a focus on accountability, collaboration, and continuous improvement.
  • Strong analytical and problem-solving abilities, with sound judgment and risk management skills in complex environments.
  • Proven project management expertise, including managing multiple concurrent initiatives within scope, timeline, and budget.
  • Excellent written and verbal communication skills, with the ability to understand business requirements and translate them into IT technical solutions.
  • Strong relationship management skills, with experience engaging senior leaders, stakeholders, and external partners.

Asset Qualifications

  • Relevant professional certifications (e.g., ITIL, COBIT, CISSP, CISA, CGEIT, CIPP, CIPT, CAPM).
  • Ability to communicate orally and in writing in French.

The IPC acts independently of government to uphold and promote open government and the protection of personal privacy.

Under the three Acts, the Information and Privacy Commissioner:
