About the role

Are you a skilled Database Administrator with a passion for strategic data management and innovative technology? We're looking for a dedicated professional to support real-time data dashboards, reporting solutions, and critical 9-1-1 applications through expert administration of MS SQL and Azure SQL databases.

In this role, you will play a key part in supporting Ontario's emergency health system by maintaining and optimizing databases that power mission-critical 9-1-1 operations. You'll design, deploy, and support both cloud-based and on-premise solutions—ensuring systems are secure, high-performing, and built for reliability. Your work will enable real-time insights, enhance mobile application functionality, and ensure data is accurately captured, processed, and presented to first responders when it matters most.

As a senior technology specialist, you'll apply your expertise in On-Prem, Azure or AWS to modernize critical services that directly impact the lives of Ontarians. This is a dynamic, high-impact environment where your skills in automation, cloud engineering, and system integration will help drive innovation and transformation across Ontario's emergency health network.

About the job

In this role, you will:

• coordinate the development, maintenance, and control of the Branch's databases, data warehouse, and related documentation

• monitor and tune database performance to ensure optimal operation of 9-1-1 tools and applications

• ensure system integration and connectivity across multiple emergency health systems and applications connected to the Branch's databases and data warehouse

• manage data interfaces to maintain the seamless and uninterrupted flow of data feeding into Branch systems

• develop and deliver reports, both standard and ad hoc, including configuration and deployment to support operational and analytical needs

• conduct capacity planning and allocate system resources to ensure efficient performance and scalability

• provide technical support by identifying and resolving technical and operational issues affecting database systems

• collaborate with vendors and IT specialists to troubleshoot incidents, determine root causes, and implement lasting resolutions

• offer expert advice on database, data warehousing, and data management best practices, emerging technologies, and methodologies

• support application teams and contractors with guidance on database design and data management considerations

• perform feasibility studies and cost-benefit analyses, making recommendations and preparing business cases for new or enhanced technologies

• lead database projects involving design, development, or infrastructure changes to hardware, software, and application linkages

• engage with clients and stakeholders to gather input, share updates, and ensure solutions meet operational and strategic needs

What you bring to the team

Technical Knowledge and Skills

You have knowledge of:

• current and emerging technologies, methodologies and tools associated with databases (administration), data management, data warehousing, data modelling and design, the full systems life cycle, IT security, Internet applications and IT connectivity

• PC-based and server-based systems technologies, networks, and data management tools such as Microsoft Power BI, SSRS (SQL Server Reporting Services), SSMS (SQL Server Management Studio), and SSDT (SQL Server Data Tools).

• SQL Server databases (2016–2022), experience with queries, database synchronization, Azure/Azure SQL administration, and High Availability (HA) solutions like Always-On

• disk architecture and expertise in tuning the database for performance – monitoring, analyzing and tuning the databases for performance in all related layers

• user environments, client support issues and client data access tools

• administration of both on-prem and Azure databases and using pipelines for cloud and local deployments

Leadership and Project Management Skills

• you have knowledge of project management methodologies and procurement policies and practices

• you have project management and technical leadership skills to advise on technical requirements of the databases and data warehouse and lead database development and change management projects.

Analytical, Problem-Solving and Organizational Skills

• you have analytical skills in assessing the data management requirements of the Branch and clients

• you can lead the development of standards and processes for the databases and data warehouse

• you can analyze user needs in a multi-client environment and develop client access systems, processes and procedures that support user requirements while protecting the security of the system and integrity of data.

• you have analytical and problem-solving skills to ensure the smooth running of all aspects of the databases and Data Warehouse by monitoring performance, tuning the environment and providing timely technical support to resolve problems

• you can provide advice and identify new technologies and tools on data management strategies and standards to branch management and applications developers

• you have organization, co-ordination and administration skills to guide and manage database and data warehouse administration

Communication and Interpersonal Skills

• you have oral communication skills to: liaise and consult extensively with clients regarding data management requirements in both technical and non-technical language, provide direction to staff and vendors, and provide training to clients

• you have written communication skills to: prepare reports, technical analyses, and recommendations for Branch management; develop business cases; prepare systems documentation; and prepare informational materials for clients.

• you have consultation, negotiation and interpersonal skills to consult extensively with clients and stakeholders and to negotiate contracts with vendors of services, equipment and hardware/software within established

parameters

Other Essential Abilities and Knowledge:

• you have the ability to learn the policies, standards and objectives relating to information technology, and emergency health services

• you have the ability to interpret policy and legislative requirements affecting data processing and freedom/privacy of information

• you have knowledge of training techniques to co-ordinate the development and delivery of training for Branch staff and clients.
