Description:
The High-Stakes Testing Manager, Toronto is responsible for the effective administration of IELTS, CELPIP, TEF and other tests at ILSC Toronto Test Centre and its satellite venues. You will lead the ILSC Toronto Testing Administrative Team as well as our network of Test Day Staff to coordinate testing activities throughout Ontario.
The Manager is responsible for hiring and training; long-range planning; candidate
communication; test readiness including documentation, data, venue facilities, computer hardware, test papers, and staff; post-test data management and confidential results processing; materials management; systems maintenance; profitability and customer service.
This role also has a critical business development component to expand computer delivery venues across the province. This is a full-time position that requires weekend availability for support calls and some travel. The role is primarily in-person with some flexibility for remote work.
Job Duties:
The duties of this position include, but are not limited to:
- Plan annual testing calendar and allocate staff resources to ensure adequate coverage in each region
- Direct and support recruitment of examiners and invigilators
- Coordinate onboarding, training and development of new examiners and invigilators
- Observe invigilators and supervisors and provide immediate feedback
- Manage administrative team and division of responsibilities
- Ensure necessary equipment, computer hardware, software, material for candidates, signage, branding and seating arrangements and plans are in place and ready to use as required
- Work with the National Test Training Coordinator to plan staff professional development
- Other duties as assigned
Support and Communication
- Ensure timely and respectful communication with staff at all levels
- Ensure test taker communications are complete and sent in advance
- Inform test day staff about test details and allocation of duties via email
- Maintain standards of customer care on the test day and in customer service calls and emails
- Ensure accessibility arrangements are provided as required
- Maintain a professional and fair test experience for all candidates
- Act as the main support and decision-maker for escalated test day issues
Compliance
- Monitor and assist with all aspects of the preparations for test days.
- Ensure teams are equipped with everything they need to run testing at each location and to troubleshoot basic issues which may arise
- Follow all relevant standards & procedures, based on training and reference materials provided by ILSC and by the test partners
- Create and conduct a program of regular compliance audits at venues across the GTA and Ontario. Provide feedback to the Test Day Staff and use gathered information to inform training programs.
- Ensure that all test day records are completed and maintained accurately as required by relevant test partner agreements, such as IELTS
- Ensure that relevant guidelines and policies are applied and followed in the areas of: Data Protection, Test Security, Child Protection, Health & Safety, and Anti-Fraud.
- Properly file and store test hardcopies and digital records and securely destroy confidential documents post-test
- Ensure that all documents, records and processes are up to date as per audit and compliance requirements
Business Development
- Identify and pursue opportunities to expand Computer Test Delivery in Ontario, including evolving existing venues and creating new partnerships
- Monitor regional testing trends, competitor activity, and candidate demand to inform strategic decisions and optimize resource allocation
- Build and maintain strong relationships with venue partners, vendors, and community organizations to enhance brand presence and service delivery
- Collaborate with the Director of High-Stakes Testing to develop pricing strategies, promotional campaigns, and operational efficiencies that drive profitability
- Explore new technologies, remote management solutions, and customer experience enhancements to position ILSC as the leading choice for candidates in Ontario.
- Provide regular updates on business development activities, including ROI analysis, growth projections, and partnership performance.
Essential Qualifications, Skills, and Attributes:
- Communication and influencing skills: display good listening, writing and speaking skills, setting out logical arguments clearly and adapting language and form of communication to meet the needs of different people/audiences.
- Planning and organizing skills: is methodical and able to plan work for the team over medium-range timescales
- Analyzing data and problems is systematic: breaks down problems into a list of tasks to be done and decides on appropriate action
- Good knowledge of computer hardware and computer troubleshooting skills
- Operates as an intermediate user of information systems, digital and office technology.
- Ability to use office software and testing applications to do the job and manage documents or processes
- Customer-service mindset, dealing with internal and external stakeholders in a pleasant and professional manner
The Ideal Candidate Possesses
- IELTS Expertise: Understanding of the IELTS logistics and compliance landscape.
- Weekend Support Availability: To support test day teams and conduct spot audits.
- The Auditor’s Eye: A detailed approach to site security and technical readiness.
- Financial Maturity: The confidence to exercise $10k of authority to make a game time decision balancing customer experience and financial considerations
- Change Leadership: The ability to move a diverse provincial workforce from paper to digital
Education And Experience Required
- Bachelor’s degree or equivalent combination of education, training and experience
- Minimum 1 year of experience as an IELTS Test Day Supervisor or IELTS Administrator strongly preferred
- Minimum 3 years of supervisory or team lead experience strongly preferred.
- Strong computer literacy skills Clearance of other requirements from accredited Test Partner organizations, such as IELTS USA or Paragon Testing Enterprises; this may include, but not be limited to, confidentiality agreements and/or a criminal record check.
Compensation And Benefits Salary Range: $63,000-$68,000 per year
