Civilian Posting
Reporting to the Manager of Finance, this position is responsible for creating, distributing, collecting, and compiling information related to budgets and financial forecasts. Analyze, audit, evaluate, forecast and identify financial issues, risks and discrepancies to support accurate information and the development of solutions. The Analyst - Finance will support the development and reporting of finance key performance indicators, process improvements and other ad-hoc finance projects.
DUTIES & RESPONSIBILITIES
- Coordinate and prepare departmental and divisional forecasts to ensure accurate and timely reporting for the Police Services Board. Including collecting, analyzing, and evaluating financial data to prepare annual operating budget and project future needs, providing advice and guidance as necessary regarding budget processes and procedures.
- Monitor and analyze expenditure and revenue reports to ensure adherence to budget, as well as to identify and correct variances between budget allocations and actual expenditures/revenues.
- Review financial transactions for appropriate allocation, noting any corrections required. Support the review of discrepancies and the overall assessment of financial compliance for the Service.
- Analyze financial and program reports to ensure financial integrity. Review documentation for accuracy and compliance with policies and/or procedures and comparing budget data with actual financial data to identify and resolve financial issues and/or concerns.
- Review service and grant agreements for programs receiving funding to ensure required financial information is provided accurately, completely, and in accordance with legislation. Including, collecting and analyzing applicable reports and statistics, ensuring optimal use of funds by program, analyzing and comparing budget submissions to identify variances and/or concerns and ensure programs meet defined financial targets.
- Manage the disbursement of funds and account usage to ensure appropriate allocation to programs and to ensure expenditures and/or revenues are applied to appropriate accounts (i.e. operating versus capital vs. reserve impacts, revenue recognition principles, matching principles). Review transactions and financial reports, account activity, reconcile accounts and payments, review and analyze submitted documentation, identifying and correcting discrepancies and problems with processes and procedures.
- Prepare and submit correcting journal entries to bring accounts in line with budgeted items.
- Support ad-hoc project tracking, working with leadership, to properly account for project costs, including cost recovery billings.
- Other duties, projects, as assigned (individual or group responsibilities).
QUALIFICATIONS & SKILLS
- Completion of a university degree in accounting, business administration, finance, commerce, or related field.
- Minimum of 4 years' experience related to period close activities, complex account reconciliation, process improvements, financial analysis and report development supporting current year forecasting, policy & procedure development.
- Proven computer proficiency at an advanced level with Microsoft Office (Excel, Visio, Access and PowerPoint).
- Demonstrated ability to analyze, interpret, reconcile and audit financial data.
- Demonstrated ability to deliver continuous process improvement through the identification, recommendation and implementation of solutions to business problems, with the goals of improving operational efficiency, effectiveness and accuracy.
- Demonstrated ability to relay complex financial concepts in understandable formats for users of all levels.
- Ability to negotiate and persuade others with competing interests to result in a consensus and/or direction .
- Ability to maintain and have discretion regarding confidential information.
- Interpersonal and effective communication skills with multiple levels and sources for listening and comprehension.
- Proven ability to interact diplomatically, tactfully and confidentially with all levels of the service and the public.
- Well-developed time management, prioritization, multi-tasking and organizational skills.
Hours
Monday to Friday / Day Shift (may occasionally require flexibility in hours or overtime)
Salary Level
This is a Level 7 position $99,850 (2025-2029 Collective Agreement)
