Who we are
Our central role includes managing the provincial power grid in real-time, overseeing and evolving Ontario’s electricity market, engaging with government, municipalities and Indigenous communities, and planning for Ontario’s future electricity needs. Our employees play a key role in driving grid innovation, protecting the system from threats, advancing the province’s energy conservation programs, and forecasting and procuring the electricity resources we’ll need in the decades to come.
This role is a part of the IESO’s Resource and System Adequacy Division, which leads the implementation and evolution of the Resource Adequacy Framework, the IESO’s main tool in ensuring cost-effectively reliability. The division’s responsibilities include stakeholder engagement, design, and execution of acquisition mechanisms to meet system needs, including acquiring energy, capacity, ancillary services and transmission resources. The team does this by developing and overseeing the annual Capacity Auction, competitive procurements such as the Long-Term Request for Proposals, programs and bilateral negotiations.

As a Senior Advisor, you will be a subject matter expert supporting high-impact initiatives related to interjurisdictional trade agreements, procurement negotiations, and complex acquisition activities that support the Government’s Integrated Energy Plan. This position is ideal for individuals who are comfortable navigating multidisciplinary issues and who can apply a broad understanding of Ontario’s electricity system. You will draw on your knowledge of electricity markets, long-term planning forecasts, operational needs, and policy considerations. The role provides an opportunity to influence procurement design, commercial strategies, and sector-facing initiatives that have significant visibility.
What you’ll do
In this role, you’ll make a meaningful impact by contributing to the IESO team and supporting the electricity needs of the province through:

Act as a lead technical resource on procurement, commercial, and policy files.

Provide expert data analysis and recommendations related to resource types, technologies, acquisition mechanisms, commercial structures, and risk considerations.

Support and lead negotiation activities with external counterparties.
-
Manage and coordinate procurement process operations including process launch, maintenance, contract offers, and execution activities
-
Develop negotiation strategies, commercial positions, and briefing materials that help guide internal decision-makers.
-
Contribute expert insight to the design of procurement mechanisms including standard offer programs, auctions, competitive RFPs, and negotiated processes.
-
Lead or co-lead the development of procurement documents such as program rules, RFP packages, evaluation frameworks, and commercial contracts in collaboration with Legal and other internal teams.

Work closely with internal business units including Planning, Markets, Legal Affairs, Regulatory Affairs, System Operations, and Indigenous Relations.

Represent the IESO in discussions with government partners, external stakeholders, project proponents, consultants, and industry groups.

Provide advisory support to leadership on emerging issues, risks, and opportunities related to resource adequacy, procurement, and interjurisdictional coordination.

Support the Supervisor by offering mentorship and guidance to analysts and other team members.

Prepare clear and high-quality written materials including reports, analysis, briefing notes, and recommendations.
Role Requirements

To succeed in this role, you’ll need:

Successful completion of a 4-year university education, or the equivalent, in a science, engineering or business discipline
-
10-12 years of relevant work experience, including the period of adjustment to the job itself
-
Demonstrable knowledge of the technical aspects of power generation and transmission, including with traditional grid-connected resources, emerging technologies and distributed energy resources
-
Demonstrable knowledge of the Ontario electricity sector, the electricity market and the underlying regulatory environment is essential
-
Demonstrable understanding of policy matters related to energy planning and procurement
-
Demonstrable project management knowledge and experience
-
Strong writing acumen and the ability to generate high quality reports
-
Strong planning and coordinating skills to organize own priorities and workflow
-
Database/spreadsheet knowledge and skills (Excel required)

Honed interpersonal skills, comfortable presenting findings internally or externally
-
Ability to work effectively with end user and systems management staff
Assets
- Negotiating experience
- Knowledge of procurement law
- Experience undertaking public sector and/or infrastructure procurements
- Knowledge of electricity resource construction techniques, schedules and processes
- Knowledge of financial matters underpinning electricity resource development, construction and operation; financial modelling capability
- Understanding of the IESO’s planning processes, real-time / near-term operational procedures, and interjurisdictional trading practices
