Salary range for the position is $106.01/hr-$145.77/hr. Interior Health establishes salaries within the minimum and maximum of the salary range based on consideration of the qualifications, experience of the applicant, and an internal equity review of the salaries of other employees.

How will you create an impact:

The Executive Medical Director Integrated Clinical Services (EMD) provides senior medical leadership to support high quality care delivery, improve quality outcomes for patients and achievement of Interior Health (IH) strategic priorities.

Reporting to the Vice President (VP) Medicine, the EMD works in dyad partnership with the Executive Director of Regional Integrated Services to provide medical expertise and for the clinical integrated services department, including Renal, Cardiac and Maternal Child and Youth programs, Access and Flow, Long Term Care and End of Life, and community services. Through engagement of the medical staff as well as mentorship and management of reporting medical leaders, the EMD supports Interior Health (IH) management to promote the development, approval and adoption of standards, processes, and guidelines in the clinical setting. The EMD also represents IH on various councils and provincial steering committees.

What will you work on:

  1. In partnership with Clinical Operations leadership, the EMD is responsible for oversight and medical leadership for Integrated Clinical Services and will:
    a) Provide medical leadership direction and clinical expertise in the development of strategic and operational plans within the clinical integrated services department.

b) Lead the development and implementation of policy and related best practices, processes, procedures to successfully integrate evidence-based clinical standards of care into clinical practice.

c) Engage with patient care providers such as physicians, nursing practitioners, midwives, nursing staff, and ancillary department personnel in order to contribute to change management, innovation and system-wide quality improvement as well as Accreditation requirements.

d) Collaborate with IH Quality and Patient Safety for the development and monitoring of quality metrics and framework(s).

e) Participate in and/or provide clinical expertise to critical incident reviews, Patient Safety Learning System investigations, and patient safety concerns, as needed.

f) Identify risk management strategies to mitigate issues/risks to achieve short, medium, and long-term objectives, strategies, plans, and programs to optimize service, improve patient experience, and meet IH strategic priorities.

g) Ensure programs, services and projects are designed, integrated, operated, measured, and reported on in terms of efficiency, effectiveness, and attainment of established goals and objectives.

  1. Provides present and compassionate medical leadership for the reporting medical leadership structure, including recruitment, engagement, contract management, performance monitoring and review, professional development, medical staff workforce plans, and succession plans.

  2. Manages the assigned budget and administers the resources therein.

  3. Ensures physician professional conduct and manages the performance, behaviour and, if necessary, discipline of members of the Medical Staff and contracted practitioners. The EMD:
    a) Is accountable for medical governance as outlined in the IH Medical Staff Bylaws, Rules and Policies.
    b) Models professional, respectful behaviour in the workplace.
    c) Manages clinical performance issues wherever they are identified in the site, manages disruptive physician behaviour in accordance with IH policies, and works to develop rehabilitation programs for physicians whose performance/behaviour does not meet acceptable standards.
    d) Addresses complaints against physicians in a proactive and timely manner, making sure all appropriate steps are followed and documented in accordance with IH policies.

  4. Represents Interior Health by developing and maintaining collaborative working relationships with internal and external partners to address issues, share information, and promote partnerships.

  5. Collaborates and participates with the Divisions of Family Practice, other BC Health Authorities, Ministry, and provincial and national organizations on approved initiatives.

  6. With the assistance of IH Communications, supports interaction with the public, media, and other interest groups on matters affecting the portfolio.

  7. Collaborates with the Southern Medical Program and the UBC Faculty of Medicine to facilitate successful achievement of shared academic programs and goals.

  8. Considers the UBC and IH academic perspectives in strategy, planning, and promotion of clinical teaching and/or research opportunities and the recruitment of academic physicians.

  9. Participates in Medical Leadership On-Call structures, on an equitable basis.

  10. In alignment with IH’s Occupational Health & Safety Program, maintain a healthy and safe work environment through complying with and implementing applicable Occupational Health and Safety Regulation, responding to requests from WSBC, identifying hazards and communicating risks, ensuring compliance with employee training, conducting effective incident investigations and implementing required corrective actions.

  11. Performs other related duties as assigned.

Education, Training, and Experience

  • Current licensure as an MD in BC.

  • Master’s degree in hospital, healthcare, business administration, or an equivalent degree is preferred.

  • A minimum of ten (10) years of clinical practice experience and at least 5 years of progressively more responsible leadership experience in a healthcare environment.

Skills and Abilities

  • Analytical ability to conceptualize well in unstructured, dynamic, and/or multidisciplinary environments where analysis, foresight, intuition, and mature judgment are required.

  • Knowledge of fundamental theories, principles, and practices that lead to solutions for unusual or unprecedented problems.

  • Communication and interpersonal skills necessary for frequent contact with internal and external partners.

  • Ability to persuade and negotiate in controversial or sensitive situations, with the ability to exercise almost complete discretion in how and what to communicate.

  • Leadership skills, including a demonstrated willingness to pursue leadership roles with increasing levels of accountability; comfort with decision-making responsibilities; coaching, teaching, and counseling skills; and the ability to inspire and build confidence in others while forging alliances and garnering support.

  • An in-depth knowledge of regulations and guidelines related to areas of responsibility.

  • Physical ability to perform the duties of the position.
