Job Description
POSITION SUMMARY
The Coordinator, Housing Programs is responsible for the day-to-day delivery of programs and systems that support housing and homelessness targets and recommendations contained within the Affordable Housing and Homelessness Prevention Strategy and applicable funding directives. Reporting to the Program Supervisor, Housing and Homelessness Programs, the Coordinator, will assist with functions related to the creation and ongoing requirements of housing and homelessness programs primarily related to the Coordinated Access System and other areas such as rent supplements, homeownership, and secondary suites, , in accordance with the policies of the County and applicable Provincial and Federal guidelines. As well, within the Non-Profit Housing Provider Portfolio.
DUTIES AND RESPONSIBILITIES (not listed in order of priority)

Deliver, process, and monitor Rent Supplement contracts and related documents within the parameters of County-approved policies and Provincial/Federal guidelines.

Process and monitor affordable housing program applications for the purpose of determining eligibility within the parameters of County-approved policies and Provincial/Federal guidelines, such as Secondary Suites and/or Affordable Homeownership.

Receive, process, and monitor Coordinated Access System prioritization requests within the parameters established by the local community and approved by the County of Simcoe.
-
Track and analyze Coordinated Access System data, including dedicated Coordinated Access System resources and prioritization requests and its outcomes.
-
Participate in collaborative service planning and program delivery that reflects a client-centred approach, and, where appropriate, aligns with programs delivered by other Social and Community Services Departments within the Division
-
Process legal documents as required for affordable housing programs.

Work with Program Supervisors, Managers, and other Housing Programs team members to deliver affordable housing and homelessness programs.

Assist with marketing and outreach initiatives for affordable housing and homelessness programs.
-
Verify tenant/client/homeowner eligibility, including income, assets, and other related criteria, for the purpose of affordable housing programs.
-
Ensure collection of all documents for timely payments within County-approved budget, and according to County policies.
-
Organize and complete all required statistical tracking for program reporting.
-
Responsible to fill vacant Rent Supplement contracts in a timely manner to maximize service provision.
-
Prepare loan agreements and administer funds for the County’s Capital repair loan program.
-
Liaise with community and private sector stakeholders under approved program policies and guidelines.
-
Prepare reports and recommendations as required for Managers and/or Program Supervisors, and for effective team coordination.

Meet with applicants/ tenants/clients/homeowners/landlords who are experiencing difficulties and provide support and advice to resolve problems and conflicts that may be related to budgeting, interpersonal disputes, housekeeping, eviction prevention, health and safety, etc.

Make referrals to applicants/ tenants/clients/homeowners/landlords on community support agencies/organizations, where appropriate.

Develop and maintain effective relationships with applicants, tenants, clients, homeowners, landlords, the public, community agencies, management, staff, and others.

Update computer systems as required.

Participate in committees and attend meetings as required.
-
Perform other duties as assigned, including redeployment in emergency situations.

Comply with provincial and County occupational health and safety legislation, regulations, policies and procedures.

Maintain confidentiality in accordance with the Municipal Freedom of Information and Protection of Privacy Act.

EDUCATION, TECHNICAL SKILLS AND CERTIFICATION

Completion of a two (2) year community college diploma in Social Sciences or Business Administration. This job may be considered for educational equivalency in accordance with County Policy.

Strong knowledge of homelessness prevention programs
-
Knowledge of affordable housing programs and Non-Profit Housing.

Problem solving and conflict resolution skills.

Strong interpersonal and communication skills.

Good communication, planning, analytical and organizational skills.

Strong time management and multi-tasking skills.

Self-motivated, able to act independently and as part of a team.

Knowledge of word-processing, , Provincial electronic systems, and spreadsheet application skills.

Valid G class driver’s license and access to a reliable vehicle.

Criminal reference check with vulnerable sector clearance.

Bilingualism in English and French is considered an asset.
EXPERIENCE
- A minimum of three (3) years’ experience in progressively responsible, related positions, including one (1) year as a Coordinator or similar position in a large, multi-location organization.

Available for after-hours meetings on occasion.
WORKING CONDITIONS
