Duties

  • Investigates complaints received from federal offenders and their families, for the assigned institutions, and determines whether there has been a violation of law, policy and/or principles of administrative fairness.
  • Negotiates, uses alternative dispute resolution techniques and mediation to address/seek resolution to offender complaints.
  • Initiates, plans, and conducts investigations into offender complaints and/or areas of concern as identified by the Office of the Correctional Investigator (OCI), individual issues and other concerns that may be symptomatic of more general problems within assigned institutions.
  • Participates in the preliminary analysis of complaints received by the OCI and collaborates with team members in assessing the required follow-up.
  • Briefs OCI Management on the plan/scope of cases and institutional visits, as well the constraints, limitations and potential problems expected during the course of the investigation; and prepares and coordinates visits to assigned institutions as per corporate objectives, meets with offenders and CSC staff and special interest groups within the institutions, monitors correctional practice vis-à-vis law, policy and administrative fairness and follows up to ensure corrective action is initiated.
  • Conducts specific inspections of correctional institutions as required and documents the findings and conclusion in coordination with OCI Management.
  • Completes letters of debriefing, written summaries as well as recommendations and documented conclusions and comprehensive reports further to each institutional visit and ensures necessary follow-up action. Upon request, submits reports that details areas of focus as identified by the OCI, individual, systemic and groups’ issues and presents recommendations.
  • Researches and formulates recommendations for change on policy issues; and proposes potential revisions in policy guidelines and instruments to govern the conduct of investigations.
  • Reviews and completes reports on Section 19 investigations that relate to assigned institutions and monitors and prepares subsequent reports on the implementation of corrective measures at assigned institutions.
  • Participates and conducts investigations of more complex issues identified as priorities by the OCI and/or completes special projects.
  • Provides information/education about the mandate and the operations of the OCI; and subject matter expertise to early resolution officers and mentors junior investigators, as required.

ED1: Graduation from a recognized university with a Bachelor degree with acceptable specialization in sociology, criminology, law-related field, psychology, political studies or some other specialty relevant to the position.

Degree equivalency

EX1: **Significant experience in working with offenders or individuals in relation to criminal justice, or with Ombudsmanship in the field of human rights or mental health.

EX2: **Significant experience in conducting interviews, in support of systemic, criminal, or administrative investigations or reviews.

EX3: *Experience in conducting research, analyzing information and writing investigative reports containing findings or recommendations.

EX4: *Experience in interpreting or applying legislation or regulations.

  • Experience is defined as the depth and breadth of experience normally acquired through full-time performance of a wide range of activities related to the task for at least one (1) year.
  • Significant experience is defined as the depth and breadth of experience normally acquired through full-time performance of a wide range of activities related to the task for at least three (3) years.

AED1: Master’s degree from a recognized post-secondary institution in a field relevant to the position (such as but not limited to criminology, sociology, psychology, legal studies).

Degree equivalency

AEX1: Experience in negotiation, mediation or alternative dispute resolution processes.

AEX2: Experience in conducting inspections in support of administrative investigations or reviews.

AEX3: Experience working with Indigenous communities.

AEX4: Experience developing or maintaining collaborative relationships with stakeholders in Indigenous communities.

Occasional overtime on very short notice.

Work in an environment that involves possible exposure to unsettling inmate files.

Conditions of employment

Reliability Status security clearance

Willingness and ability to travel to federal correctional institutions across Canada (approximately 1 week per month).

In possession of a valid Driver’s License.
