Job Summary
The Level of Service (LOS) Specialist participates in determining service delivery options to ensure safe and efficient aircraft operations. The specialist coordinates and participates in service reviews, expert panels and Aeronautical Studies. The specialist also contributes to the Company's decision making related to service delivery with a particular subject matter expertise associated with aircraft operations.
In support of maintaining appropriate service delivery for all stakeholders, the specialist develops and maintains a matrix of multiple cross-functional relationships with other subject matter experts to analyse existing service delivery, assess options in a collaborative environment, and provide recommendations to Level of Service management.

Key Accountabilities:
- Provides subject matter expertise through participation in multi-discipline internal and external expert panels for conducting service delivery hazard identification and risk analysis including but not limited to those associated with Aeronautical Studies and ANS Changes.
- Provides subject matter expertise and analysis to safety studies, Aeronautical Studies and other related safety inquiries or examinations.
- Provides subject matter expertise to NAV CANADA specialties and stakeholders related to service delivery.
- Develops recommendations for revisions to the Level of Service Policies in response to changing demands.
- Provides subject matter expertise for the development or amendment to system plans, design and classification of airspace structures, and facilities and/or services.
- Develops recommendations for revisions to service delivery for establishment/discontinuance of facilities and/or services.
- Contributes to all aspects related to this area of expertise for the successful development and implementation of Aeronautical Studies and ANS Changes.
- Establishes and maintain links with stakeholders to monitor the ongoing appropriateness of service delivery.
- Support the development and maintenance of operational data in support of service delivery analysis.
- Maintain an informed position on service delivery opportunities and options.
Job Requirements
Education / Occupational certification:
- Holds or have held - ATPL Airline Transport Pilot License or Canadian Military equivalent
- High school diploma or equivalent.
- College diploma or bachelor’s degree in business, engineering, science, or an acceptable combination of education and experience.
Experience:
- Extensive experience as an aircraft crew member.
- Extensive experience in the conduct of projects, writing technical reports and/or stakeholder consultations.
Knowledge
- Knowledge of service delivery aspects of the ANS and an understanding of aircraft operations, airspace and pilot needs.
- A wide-ranging knowledge and understanding of complex ANS technical and procedural operations including domestic and internationally accepted standards and recommended practices is required.
- Knowledge of communication, navigation, surveillance and air traffic management systems and their use; aircraft and air traffic operations and operational procedures; aircraft avionics; national and international aviation regulations and standards.
- Human factors principles, engineering practice, safety management principles, project planning, processes and organizations involved in setting project management best practices, project specific financial management.
Abilities
- Excellent written and verbal communication skills.
- Ability to use scientific methods of data collection and analysis.
- Ability to work with GIS mapping software and other analysis tools
- High degree of planning, organizing, and evaluation skills.
Personal Suitability
- Strong interpersonal skills, with the ability to work collaboratively
- Problem solving skills
- Consensus-building.
Working conditions:
- This position is a hybrid position with a minimum – 3 days per week on site.
- Occasional Travel required
