Job Description

Reporting directly to the Director of Strategy and working within the Strategy Management Office, this position will be responsible for leading and overseeing the successful execution of high‑priority, enterprise-level strategic initiatives critical to achieving Halton Healthcare's strategic plan. This role sits within the Strategy Management Office, because the initiatives it leads, including major capital and capacity‑expansion projects, are foundational to Halton Healthcare’s long‑term strategy and system transformation.

The Senior Project Manager ensures that hospital-wide strategic initiatives are implemented effectively, integrating capital delivery with operational readiness, clinical and corporate enablement, and change management to support the ongoing transformation of healthcare delivery.

Project Focus – Shelled Space Expansion

Halton Healthcare is fast‑tracking the build‑out of shelled space at Oakville Trafalgar Memorial Hospital (OTMH) and new capacity at Milton District Hospital (MDH) to add approximately 123 acute medical beds within an accelerated timeline. This project is a top priority for the organization and will be delivered through collaboration with key external partners and relevant local, regional, and provincial authorities.

Given tight timelines, the Senior Project Manager will serve as the primary delivery lead for this initiative, standing up and managing project governance structures, convening multidisciplinary committees, and driving a disciplined critical‑path schedule with rigorous risk and issue management. The role encompasses oversight of both capital delivery and organizational readiness activities to ensure successful implementation across multiple sites.

Key Responsibilities

  • Lead the end-to-end project management of one or more complex, high‑impact strategic initiatives, including a major hospital capital expansion project, managing timelines, budgets, risks, and resources across all phases of the project lifecycle.

  • Translate strategic priorities into executable project plans that integrate infrastructure delivery, operational readiness, and change management.

  • Facilitate and lead cross‑functional and cross‑site collaboration, including engagement with government partners (e.g., MOH/IO), municipal authorities, and external delivery partners.

  • Leads the work of cross‑functional project teams, ensuring tasks are clearly assigned, expectations are understood, and team members have the information, tools, and support required to meet project goals and timelines.

  • Design and manage formal project governance, including executive‑level reporting, committee support, and decision tracking.

  • Develop and maintain advanced project schedules (e.g., MS Project or equivalent), identifying and actively managing critical paths and interdependencies.

  • Develop and maintain strong relationships with internal and external stakeholders; lead meetings, workshops, and presentations to align priorities, communicate progress, and secure approvals.

  • Provide timely, concise, and decision-oriented communication to senior leaders and project sponsors, including updates on project progress, key risks, and outcomes.

  • Develop and track performance metrics (KPIs); analyze project data and outcomes to support continuous improvement and strategic decision-making.

  • Maintain accurate project documentation and promote consistent use of project management tools, templates, and methodologies.

Qualifications

  • Master’s degree in public, business administration, or healthcare administration or equivalent experience required.

  • Project Management Professional (PMP) designation preferred.

  • Minimum of 7 years of progressive experience in a healthcare environment, managing complex, multi-stakeholder initiatives.

  • Expertise in project management best practices as well as corporate and board level project or program reporting.

  • Experience supporting hospital capital projects, redevelopment, or large-scale operational readiness initiatives is an asset.

  • Change Management Certification (i.e. PROSCI or equivalent) an asset.

  • Demonstrates an ability for critical and strategic thinking.

  • Excellent organizational, time management and project management skills.

  • Demonstrated ability to multitask and prioritize tasks effectively.

  • Superior analytical and problem-solving abilities.

  • Proactive with an ability to anticipate needs; understanding of current issues and public policy to provide strategic analysis and advice.

  • Demonstrates superior judgement, decision-making and ability to support executive teams

  • Superior interpersonal, communications skills and ability to successfully build relationships and drive towards consensus.

  • Demonstrated ability to develop effective and comprehensive reports and presentations for various audiences, including executives.

  • Strong working knowledge of computer applications, especially the Microsoft Office suite, in particular PowerPoint, Word and Excel.

Salary:$58.769- $73.487 per hour
