Summary of the role

Reporting to the Chief Financial Officer, Vice-President Corporate Services, Planning and Redevelopment, this role is accountable for the implementation and monitoring of all aspects of the administration of the Facilities Management Services across all sites thereby providing a wide variety of architectural, engineering, facilities operations, building maintenance and accommodation services. The responsibilities include but are not limited to:

  • Prepare monitor and report on operating budgets.

  • Develop and implement various energy management initiatives and strategies.

  • Manage and implement the annual maintenance program.

  • Manage and monitor service calls.

  • Coordinate the delivery of renovation projects.

  • Lead and coach a team of unionized trades.

  • Ensure adherence to rules, regulations, policies and procedures, compliance with all Occupational Health and Safety legislation, guidelines, standards, policies, procedures and practices.

  • Prepare and monitor facilities condition reports and major repair and replacement programs.

  • Carry out staff hiring, training, performance appraisals, attendance management and discipline.

Qualifications

Required:

  • Undergraduate Degree in a related field, or an equivalent combination of education, training, and experience relevant to the position
  • Minimum of seven (7) years of experience in property management or facilities engineering, including progressive leadership roles
  • Extensive experience managing and leading operations across multiple and diverse sites
  • Proven track record in Ministry of Health (MOH) Capital Planning processes and approvals, Ontario Health (OH) processes and approvals, and navigating healthcare-specific requirements
  • Experience delivering large-scale construction projects under various delivery models, including Design-Bid-Build (DBB), Design-Build (DB), Design-Build-Finance-Maintain
  • (DBFM), Public-Private Partnership (P3), Progressive Design-Build (PDB)
  • Experience administering construction contracts, post-execution and revising supplementary conditions
  • Experience maintaining and managing building systems using both contractors and in-house staff
  • Experience managing human resources in both unionized and non-unionized settings
  • Experience applying construction industry contract documentation in practice
  • Experience implementing sustainable infrastructure strategies and long-term planning
  • Comprehensive knowledge of:
    • Architectural design principles
    • Healthcare design concepts and evidence-based design
    • Safety culture in healthcare settings and compliance with Occupational Health and Safety Act (OHSA)
    • Canadian Standards Association (CSA) standards, Ontario Building Code, Ontario Fire Code, and Canadian Building Code regulations
    • Construction Contract Document Council standards (CCDC-2) and contract administration
    • Hospital life and safety systems (medical gases, call systems, Computerized Maintenance Management System (CMMS))
    • Health and safety regulations, plumbing and electrical codes, CSA and Underwriters Laboratories of Canada (ULC) standards, and other applicable acts and by-laws
    • Broader Public Sector Directives, public procurement policies, and compliance frameworks
    • Sustainable strategic planning for infrastructure and long-term capital planning

Preferred:

  • Licensed professional engineer

  • Progressive facility management experience combined with project management certification

  • Fluent in French and English

  • Exceptional communication skills, both written and oral

  • Ability to work under pressure in a dynamic and constantly changing environment

  • Capacity to work independently and collaboratively within a team

  • Skilled in contract development, management, and negotiation
