Lead Oversight of Highway Construction Contracts in Northeastern Ontario

The Capital Program Delivery Branch is seeking an Area Manager, Construction to lead the oversight of capital highway construction projects from contract award through completion. This role supports safe, reliable transportation infrastructure by ensuring construction contracts are managed consistently, issues are addressed early, and risks are handled with sound judgment. You will provide direction to technical staff and contractors, support effective contract administration, and contribute to fair, well-reasoned decisions on claims and disputes. This opportunity allows you to apply engineering expertise and people leadership in a complex, high-impact environment that directly serves the people of Ontario.

  • Oversee capital highway construction contracts from award through close out to support timely delivery, controlled costs, and compliant outcomes.

  • Lead and support technical staff and work with contractors and consultants to ensure consistent contract administration and clear, shared expectations.

  • Apply engineering judgment to address construction issues, manage risks, and support practical solutions that keep projects moving.

  • Guide the review and negotiation of construction and maintenance related claims to support fair, well reasoned resolutions.

  • Support quality assurance processes by ensuring materials and construction practices align with established acceptance and oversight requirements.

Meet your New Team

The Transportation Infrastructure Management Division is responsible for the delivery of the design and construction program of the provincial highway system including the administration of construction contracts as well as providing quality assurance while supporting our maintenance and operations office.

You will join a collaborative and experienced team where shared responsibility and professional respect guide day to day work. Team members work closely together to address complex construction and contract matters, drawing on collective expertise to reach well reasoned and consistent outcomes. The environment is fast paced and supportive, with a strong emphasis on clear communication, trust, and mutual accountability. The team values stability and continuity, enabling staff to build strong working relationships and contribute effectively to infrastructure projects that serve communities across the province.

##What you bring to the team

###Mandatory requirements

  • Must be licenced to practice with Professional Engineers Ontario.
  • Hold a valid class ‘G' Driver's Licence or equivalent recognized in Ontario.
  • You are able and willing to travel frequently across Northeastern Ontario to locations not accessible by public transit.

###Leadership

-Leadership Experience: Brings established experience leading people and teams, with clear accountability for results, team development, and performance to support effective delivery of construction oversight activities. -Negotiation and issue resolution: Leads negotiations and provides contract engineering guidance to resolve complex construction issues and support practical, well reasoned outcomes with contractors and consultants. -People leadership and inclusive workforce practices: Leads teams through complex workforce situations with fairness and sound judgment, while supporting organizational capacity through inclusive leadership, talent development, recruitment, performance management, and labour relations practices.

###Technical Expertise

-Civil engineering knowledge: Applies advanced knowledge of civil engineering principles, theories, and practices related to highway construction and infrastructure delivery. -Design and construction experience: Demonstrates experience across design and construction phases of transportation corridors and structures. -Standards and policy application: Brings strong working knowledge of engineering and administrative policies, standards, and procedures governing construction contract administration. -Technical analysis and assessment: Has excellent analytical skills to assess technical recommendations for accuracy, risk, and alignment with government policies and requirements. -Engineering problem solving: Proven ability to analyze and resolve complex engineering problems through practical, well reasoned solutions.

###Financial and Project Management

-Financial oversight knowledge: Applies ministry policies, directives, and standards to oversee financial, contract administration, and expenditure management activities. -Contract cost monitoring: Monitors construction contract costs, reviews invoicing, and negotiates payments to support responsible use of public funds. -Financial negotiation: Negotiates financial commitments with contractors and consultants while managing competing priorities and deadlines. -Organizational and representational skills: Applies strong organizational, management, and interpersonal skills to lead diverse teams and represent the ministry on construction matters.

###Communication and Relationship Management

-Stakeholder communication: Builds and maintains productive relationships with ministry staff, contractors, consultants, municipalities, external agencies, and the public through clear and effective communication. -Contract communication and dispute resolution: Provides clear contract engineering guidance and leads complex conversations with contractors and consultants to support timely, professional issue resolution. -Diplomacy in complex situations: Navigates sensitive and complex issues with tact and diplomacy while maintaining focus on practical outcomes. -Written communication and briefing: Oversees the preparation of project reports, technical recommendations, briefing materials, and correspondence to support senior leadership decision making.
