We are seeking a seasoned and strategic Director, Track Access to lead and manage the end-to-end planning, staging, and coordination of rail corridor access and engineering possessions across a complex, multi-year infrastructure program GO Expansion. This senior-level role requires deep expertise in advanced rail planning methodologies, construction sequencing, engineering train access, and stakeholder engagement to support the successful delivery of high-impact project milestones such as The Track Alliance Stage Gate 3 (SG3) and the Engineering Access Statement submissions

Key Responsibilities
-
Strategic Planning and Engineering Access – Track Alliance
-
Lead the development and implementation of construction staging strategies, ensuring effective phasing, resource allocation, and impact mitigation across all project components
-
Plan and coordinate engineering train movements and possessions, reducing related costs and improving operational efficiency
-
Drive the creation, refinement, and execution of the Rail Corridor Access Plan, ensuring alignment with regional strategies and operational needs
-
Sprint Sessions & Operational Control Integration
-
Lead Track scope integration within Glide Path Sprint Sessions, aligning cross-discipline project scope
-
Resolve inconsistencies between the Glide Path and Box Plans via targeted workshops and follow-through action plans
-
Apply European track planning methodologies to:
-
Define precise construction durations for inclusion in the master project schedule
-
Direct construction sequencing for track installations in line with key commissioning milestones
-
Track Scope Lockdown
-
Lead the final definition of Track Scope for Stage Gate deliverables
-
Integrate findings from track condition surveys (into scope and planning logic
-
Overhaul and finalize Rail Corridor Access Plan documentation
-
Engineering Access Statement – Track Alliance

Develop a comprehensive Engineering Access Statement for the Track Alliance covering:

Lakeshore East & West
-
Union Station
-
Woodbine area
-
Northern Corridor placeholders
-
Confirm access windows in coordination with regional partners and future planning teams
-
Work Train Implementation
-
Oversee continued implementation and refinement of Work Train timetabling across the network
-
Ensure efficient and safe formation, loading, and deployment of engineering trains during planned closures and off-peak periods
-
Leadership, Coordination & Compliance
-
Chair and lead Integration, Deconfliction, and Readiness meetings to align planning, staging, and operations teams
-
Attend and influence high-level planning meetings, ensuring all access strategies meet safety, regulatory, and operational requirements
-
Monitor, evaluate, and revise staging and access plans in real-time based on evolving constraints and priorities

Experience:

10+ years of experience in infrastructure planning, staging, and access coordination—preferably in large-scale rail projects
-
Deep understanding of engineering train access, possession planning, and rail corridor access optimization
-
Demonstrated expertise in European rail planning techniques and their adaptation to North American standards
-
Strong command of construction sequencing, master scheduling, and logistics planning
-
Expert knowledge of the Access Planning Process, including standard, non-standard, and long-term access timelines
-
Familiarity with GOI (General Operating Instructions), CROR (Canadian Rail Operating Rules) and their application in project planning
-
Proven leadership in complex, multi-stakeholder environments, with excellent communication, negotiation, and facilitation skills
-
Strong analytical mindset with the ability to lead and resolve high-stakes planning conflicts

Education:

Bachelor’s degree in a relevant field

Licenses OR Certifications:

Holding a recognized Project Management Professional (PMP) certification
